Jilin Province Serves "One Belt and One Way" and Boosts the Development of Enterprises
At the propaganda, tax officials answer questions for taxpayers on the spot and release promotional materials to them.
With the in-depth advance of China's "One Belt and One Way" construction, more and more enterprises in the province went abroad to enter the international market. In order to better play the tax’s role of serving the "One Belt and One Way" construction and boost the province’s enterprises to "go international" for development, on the morning of April 18, the provincial state and local tax bureaus worked together with the provincial government office, the provincial development and reform commission, the provincial commerce department, the provincial economic cooperation bureau, the provincial agriculture commission, the provincial foreign exchange administration and other departments to jointly hold the soft environment policy propaganda serving "One Belt and One Way" and optimizing "Silk Road Jilin".
At the propaganda, the main leaders of the provincial state and local taxation bureaus, on behalf of the two bureaus, introduced the country’s "One Belt and One Way" construction, the status of the province’s enterprises going international and the two bureaus’ service measures on boosting “going international”. Jilin Provincial Local Taxation Bureau’s international tax business experts provided foreign tax policy and risk response training for representatives of 40 Changchun-stationed enterprises “going international” and answered tax-related problems asked by them on the spot. The participating corporate representatives said this training helped them to learn more about how to use the tax treaty signed by China with other countries to safeguard their own interests and enhance their confidence of “going international” for development.
In order to effectively play the tax’s role of serving the "One Belt and One Way" construction, the province’s state and local taxation departments jointly issued the action plan of boosting enterprises to “go international”, jointly established the detailed list of enterprises “going international” and timely follow up and understand the province’s enterprises’ overseas investment situation; commonly improved the tax services guide, comprehensively collected and sorted out the taxation system of the province’s “going international” enterprises’ overseas investment countries and regions and timely and accurately provided first-hand information for “going international” enterprises; jointly provided "three special" services, namely, province-, city- and county-linkage special person service, whole-process professional service and 12366 tax service hotline green service, and provided accurate policies, correct tax guidelines, efficient appeal response and timely assistance before, during and after matters.
In the service mode, the provincial state and local taxation departments also continued to explore and innovate to further improve "going international" enterprises’ tax handling experience. Currently, the provincial state and local taxation departments have piloted and launched the "one window reception and integration service" mode with 13 departments in Hunchun City to actively build a "multi-department service consortium" serving "going international" enterprises with a geese structure. Meanwhile, the provincial state and local taxation departments worked together to optimize the process of issuing "Certificate of Chinese Fiscal Resident" to further compress the time limit, make efforts to simplify the internal management process and implement various tax incentives based on the characteristics of "going international" enterprises, timely accepted and handled tax-related matters through opening up a green channel, achieved "quick trial" and "quick handling", and helped "going international" enterprises to timely enjoy the benefits of tax treaties, reduce the capital occupation, reduce the tax burden and enjoy the policy dividend.
