Changchun Deepens the Traffic Investment and Financing System Reform
Around serving building Changchun to be a central city in Northeast Asia, Changchun City Transportation Bureau has taken deepening the investment and financing system reform as a strong starting point for the construction of traffic projects, developed Changchun City Traffic Investment Construction (Group) to be bigger and stronger, and solved the problem “what to be used for financing”; actively promoted the project construction and solved the “using well” problem to provide a strong support for the transport infrastructure construction.
In accordance with the "13th Five-Year Plan", Changchun City has determined the implementation of six high-grade highway construction projects, including Changchun Economic Circle Expressway (East Ring Section), national highway Raohe-Huangai highway’s Changchun to Yijiatun section and national highway Raohe-Huangai highway’s airport to Kalun section, as well as two rural highway projects, the rural highway project 500 km surrounding the major urban area and the city’s rural road poverty alleviation project, with a total investment of nearly RMB 20 billion. For these projects, Changchun City Traffic Investment Construction (Group) served as the implementation body, the government served as the investor representative so that Changchun City Traffic Investment Construction (Group) became the main carrier and platform for the construction of transportation infrastructure projects in Changchun.
Strengthen the project packaging and promotion. With the support of Jilin Provincial Department of Transportation, a number of road network and station projects were included in the development plan and Changchun-Yitong highway and airport avenue were included into the national highway Raohe-Huangai highway network. Changchun City Transportation Bureau coordinated various departments and units to win a broad support in the projects’ pre-stage important document handling, subsidy striving, supporting fund studying, land expropriation and house removal responsibility implementation, etc. Extensively carried out the project promotion with China Communications Construction, MCC, China Railway, CEEC and other central state-owned enterprises, communicated and docked for more than 60 times early or later and received 28 project implementation plans. Meanwhile, negotiated with a number of financial institutions and strived for the largest financing concessions.
Tailored a financing construction mode. Changchun Economic Circle Expressway was promoted by using a PPP mode and a "user pay + feasibility gap subsidy" way; Raohe-Huangai highway’s Changchun to Yijiatun section adopted a mode of letting the government buy public services and allowed Changchun City Transportation Bureau to serve as the main purchase body, Changchun City Traffic Investment Construction (Group) to serve as the project underwriter and the city finance to repay the loan principal and interest annually; Raohe-Huangai highway’s airport to Kalun section and Hunchun-Aershan highway’s Shitoukoumen’s Raoyue line was built by using a government bond investment construction mode and allowed Changchun City Traffic Investment Construction (Group) to serve as the project implementation body.
