On November 17, the provincial meeting on promoting high-quality development of development zones was held via video link. Jing Junhai, Party chief of Jilin province, attended the meeting and delivered a speech. He stressed the need to thoroughly implement General Secretary Xi Jinping's important speech and instructions during his visit to Jilin, take the high-quality development of development zones as the lead to speed up the construction of fertile ground for industrial development and highland for entrepreneurship and innovation in accordance with the requirements of the Sixth Plenary Session of the 19th CPC Central Committee, and strive to build a strong growth engine for economic and social development. The meeting announced the comprehensive evaluation results of the development zones in the whole province in 2020. Heads of Changchun city, Changchun New Area, Jilin Chemical Industry Circular Economy Demonstration Park and Jilin Meihekou High-tech Industrial Development Zone made speeches.

Jing Junhai stressed boosting high-quality development of development zones. First, we should actively undertake major projects, make good project planning, further improve the quality of investment attraction, and promote the speed and efficiency of project construction. Second, we should uphold industrial support, focus on the development direction of new energy, new-type vehicles, new materials, new agriculture, new tourism and new e-commerce, comprehensively upgrade the whole industrial chain, boost the development of "One zone, One chain" and "One zone, Multiple chains", and effectively promote the agglomeration of industrial clusters. Third, we should keep optimizing the environment, step up reforms of government functions and one-stop services, establish optimized, streamlined and efficient systems and mechanisms, continue to provide first-class services, attract more enterprises and projects, practically advance the "five co-operations", fully unleash the role of opening-up platforms, ensure the success of exhibition events of all types, and make an effort to create a new height for opening-up. Fourth, we should stay committed to innovation-driven development, conduct in-depth research on major theoretical and practical issues, focus on pursuing innovation-driven development and developing a quality workforce, actively build innovation platforms, foster industrial ecology, optimize the environment for entrepreneurship, further enhance our capacity for sci-tech innovation, achievement application and talent gathering, effectively pool innovative factors such as technology, capital and talents, and keep improving the quality and performance of development. Fifth, we should pursue green transformation, focus on achieving carbon peaking and carbon neutrality goals, promote the use of clean energy and low-carbon energy, and vigorously cultivate new industries with high technological content, low resource consumption and less environmental pollution. Jing Junhai urged Party committees and governments at all levels in the province to strengthen organization and leadership, optimize the policy environment, further improve Party conduct in development zones, appoint competent officials to strengthen leadership teams, conduct strict evaluation, and provide a strong guarantee for the high-quality development of development zones.

Han Jun highlighted the need to thoroughly study and implement the guiding principles of the Sixth Plenary Session of the 19th CPC Central Committee, fully implement General Secretary Xi Jinping's important speech and instructions during his visit to Jilin, comprehensively implement the "one pillar, six doubles" high-quality development strategy, focus on developing major projects, continue to improve the business environment, extend and strengthen chains, vigorously carry out investment attraction, deepen reform measures, gather high-end innovation resources, promote deeper integration of industrial and innovation chains, foster outstanding small and medium-sized enterprises, and accelerate the formation of industrial clusters.
