While visiting the Environmental Impact and Emission Management Office, Jing Junhai inspected the completion of key tasks and urged efforts to keep deepening reforms in simplifying administration and delegating power, improving regulation, and optimizing services in the field of eco-environmental protection, to provide targeted services for major projects and to boost high-quality economic and social development. In the Water Environment Management Office, Jing stressed the need to uphold "One river, One policy" and "One water section, One policy", strive to completely eliminate black and fetid water bodies, and improve the water quality of rivers and lakes. Jing visited the Atmospheric Environment Office to learn about the situation of straw burning ban in the whole Jilin region and urged efforts in promoting the five ways of straw utilization, speeding up the implementation of the "Straw to Green Coal" and "Straw to Meat" projects and turning waste into treasure. Jing inspected the operation of the environmental quality monitoring platform and the online monitoring platform for pollution sources and called for the acceleration of the full coverage of monitoring, real-time problem discovery, timely early warning and rectification as soon as possible.

Jing Junhai pointed out that the Sixth Plenary Session of the 19th CPC Central Committee is a meeting of great historical significance convened by the CPC Central Committee at a key historical juncture. The Resolution on the Major Achievements and Historical Experience of the Party over the Past Century adopted at the Sixth Plenary Session of the 19th CPC Central Committee is a Marxist guiding document with great historical insight, theoretical guidance, political mobilization and appeal of the times. It is a political declaration that inspires the whole Party to shoulder the heavy responsibilities of the times and start a new journey toward realizing the second centenary goal.
Jing Junhai said that it is of great significance to accelerate the building of a strong province in ecology and to create a sound eco-environment desired by everyone. First, we should uphold theoretical and political guidance, be good at reviewing eco-environmental protection work from a political perspective, thoroughly study, fully understand and make good use of President Xi Jinping's Thought on Ecological Civilization. Second, we should focus on the central task and serving the overall interests, make great efforts to achieve carbon peaking and carbon neutrality goals, vigorously promote the agglomeration of environmental protection industrial clusters, and better meet the ecological needs of the people. Third, we should adhere to systematic planning and in-depth promotion, focus on improving the quality of air, water and soil, and make solid efforts to prevent and control pollution. Fourth, we should perfect systems, carry out routine, special and "looking back" inspections on eco-environmental protection in accordance with laws and regulations, continue to improve law enforcement, human prevention and technical prevention. Fifth, we should strictly implement the feedback from the central eco-environmental protection inspectors with quick action, and ensure thorough rectification without reemergence. Sixth, we should uphold the principle of the Party exercising effective self-supervision and practicing strict self-governance, carry out activities to study the Party's history, and constantly improve officials' ability to administer and oversee government affairs in accordance with the law.
