Recently, Jilin province has been seeing sleet, snowstorms and strong gales brought by a cold wave. On November 7, Jilin Party Chief Jing Junhai, who was preparing to attend relevant CPC central committee meetings in Beijing, presided over a meeting to make arrangements for prevention and response to sleet, snowstorm and freezing disasters in the province. He stressed the need to thoroughly implement General Secretary Xi Jinping's important speeches and instructions on disaster prevention, mitigation and relief work, stay committed to a people-centered approach, keep people's safety and wellbeing in mind, firmly safeguard the bottom line of people's livelihood, be fully prepared for extreme weather, and ensure the normal life and work of people to the greatest extent possible. Jing Junhai said that at present, the whole province must take the prevention and response to sleet, snowstorm and freezing disasters as the top priority, stay vigilant, deploy in advance, and take effective measures to ensure no risk at all. First, we should further strengthen meteorological monitoring and early warning, conduct scientific consultation and evaluation, timely release early warning information, improve emergency response plans, replenish material reserves, and take measures such as traffic control, production shutdown and class suspension when necessary to ensure preparedness. Second, we should further prepare for ice and snow cleaning, give full play to the joint emergency response role of the locality and the military, timely organize personnel and mobilize equipment to start ice and snow cleaning, do everything possible to ensure smooth roads and traffic safety, immediately carry out rescue in case of emergency, and make every effort to ensure people's lives and safety. Third, we should further guarantee people's livelihood, focus on key parts such as hospitals, nursing homes and waterworks, timely provide back-up power facilities, strengthen power distribution, ensure coal supply, increase efforts in the inspection of power supply, water supply and heating facilities and the maintenance of pipelines, immediately repair the problems found, spare no effort to ensure stable power supply, standard heating and safe water supply, and do our best to minimize the impact on people's lives. Fourth, we should further strengthen on-duty supervision, establish and improve an information notification mechanism, improve weak links, plug loopholes, prevent risks, and safeguard the bottom line. Local authorities and relevant departments should fulfill their responsibilities, Jing Junhai said, adding that leading officials should go to the frontline to guide work and lower-level officials should make full preparations to effectively deal with extreme weather conditions. Jing also called for guaranteeing the basic living of the possible stranded people at airports, railway stations, highways and scenic spots, more guidance on disaster prevention and mitigation in agriculture and ensuring smooth communications and supplies of grain, oil, meat, eggs, milk, vegetables and other daily necessities for the stable and healthy economic and social development.
