At 10 am on March 31, 2021, the Information Office of the Jilin Provincial Government held a press conference on policy interpretation of Regulations of Jilin Province on Promoting the Development and Application of Big Data. Song Gang, director of the Provincial Government Service and Digital Construction Administration, interpreted relevant contents of the regulations and answered questions from reporters. 20 reporters from 18 media outlets including Economic Daily, ifeng.com, Phoenix TV, Jilin Daily, Jilin Radio and Television Station and cnjiwang.com attended the conference. Li Zhuang: Good morning, friends from the media. Welcome to the press conference held by the Information Office of the Jilin Provincial Government. To comprehensively promote the construction of "digital Jilin", the Regulations of Jilin Province on Promoting the Development and Application of Big Data drafted by the Provincial Government Service and Digital Construction Administration and approved by the Standing Committee of the Provincial People's Congress provides a legal basis for promoting the development and application of big data in the province. We invite Mr. Song Gang, director of the Provincial Government Service and Digital Construction Administration, to give you a detailed interpretation of the regulations.
Song Gang: Dear friends from the press, good morning! First of all, thank you for your attention and support to the development of big data in Jilin province. On November 27, 2020, the Standing Committee of Jilin Provincial People's Congress reviewed and approved the Regulations on Promoting the Development and Application of Big Data, which took effect on January 1, 2021. Jilin has become the fifth province in China to issue local regulations on big data. Now I would like to make a brief explanation and interpretation of the regulations.
At the recently concluded fourth session of the 13th National People's Congress (NPC), the outline of the 14th Five-Year Plan (2021-2025) and the long-range objectives through the Year 2035 were adopted, and the task of "speeding up digital development, building a digital China" was put forward. In 2018, the Jilin provincial Party committee and the provincial government put forward the strategy of "taking the digital Jilin construction as the guide, accelerating the replacement of old growth drivers with new ones, boosting high-quality development", focused on promoting digital development and big data application for the transformative development of the province and regarded the legislative work as one of the important tasks of implementing the strategy of "digital Jilin".
 
The main contents and features of the regulations are as follows:
The management system for the full life cycle of big data has been established. Based on the management of the full life cycle of public data, the Provincial Government Service and Digital Construction Administration takes responsibility for the overall coordination, guides and supervises the collection, integration, sharing, opening and application management of public data and works with relevant departments to formulate standards for the quality, safety and management of public data to promote the standardization of public data management, according to the regulations. 
Make great efforts to promote the sharing and opening of public data. In terms of data sharing, we will focus on opening information islands and classify the sharing attributes of public data into three categories including unconditional sharing, authorized sharing and non-sharing. In terms of data opening, we will classify the opening attributes of public data into three categories including unconditional opening, conditional opening and non-opening. High-value data closely related to people's wellbeing and urgently needed by society should be given priority in opening.
Promote the development and application of big data. The regulations urge efforts to further the application of big data resources in more areas, to give full play to the political, commercial and civil value of big data and to deepen the innovative application of big data in agriculture, manufacturing, the service sector, public services, social governance, government services, social credit, etc.
Emphasize data security and legal liability. The regulations attach great importance to the establishment of security system, put forward data security management, risk assessment, security monitoring and early warning, security emergency response and other mechanisms and specify the responsibilities and obligations of different entities for data security protection.
 
IFeng.com: The term "overall coordination" is mentioned in many places in the regulations. What are the advantages of overall coordination in the development process of big data in Jilin province? And why does the government put forward overall coordination?
Song Gang: The promotion of the development and application of big data would not be possible without the effective generation and aggregation of data. The government has a huge amount of government data with high practical value and application development potential. The effective use of government data is the first and key step to promote the development of big data. In the past, the single-construction, single-operation and high-cost "decentralized project management mode" was adopted in the digital construction, which made the redundant construction of the government information system and was not conducive to the effective data gathering, sharing and opening.
To promote the standardized management of big data and share benefits generated by big data, Jilin province has made full use of the advantages of institutional reform and set up a new system for the overall management of government services and digital construction at provincial, municipal and county levels. The province has also innovated and launched a "centralized and unified task demand management mode" and implemented whole-process coordination for project approval, hardware construction, capital use, application development, management operation and maintenance. The construction mode of "overall coordination at the provincial level, provincial construction for city use" has achieved good results in practical work, saving a large amount of construction funds and realizing "the provincial government in power, sharing & public use, continuous upgrade". 
 
City Keep Watch: "Data sharing" is mentioned in the regulations. What is the current situation of data sharing in Jilin province?
Song Gang: In terms of data sharing, based on the "Jilin Propitious Cloud" big data platform, the province has established a three-level data sharing and exchange platform. To date, 2,360 government departments at the provincial, municipal and county levels have access to the platform with more than 6.26 billion pieces of government information, effectively realizing the "trans-regional, trans-department and trans-level" sharing of data.
To clarify the scope and boundary of data sharing, three batches of sharing lists have been formulated and published. With sharing as the principle and no-sharing as the exception, the province has classified the sharing attributes of public data into three categories including unconditional sharing, authorized sharing and non-sharing. All localities and departments shall ensure the accuracy, integrity, timeliness, safety of data collection and realize the one-time collection and shared use of public data. 
Meanwhile, as an important application of data sharing, electronic licenses have achieved a historic breakthrough. At present, the province has produced 41.99 million electronic licenses of 514 types. On the apps such as the "Jilin Provincial Online Administrative Service Hall" and online government service center, the judicial department has taken the lead in realizing the validity of lawyers' electronic licenses and work permits in the provincial political and legal system, so as to fully identify lawyers within the province. 9 certificates issued by the transport department have been electronic nationwide, and 15 high-frequency documents issued by the public security, housing and construction, human resources and social security departments have been used for electronic identification and verification, making businesses and the public enjoy better access to government services.
