On April 13, the Information Office of the Provincial Government held a press conference on the implementation of the "Straw to Meat" Project and the Ten-million Beef Cattle Project, the development of the livestock industry carrying the value-added transformation of grain and by-products, as well as the construction of national "big meat bank".
To speed up the construction of the projects, the provincial government formulated and issued two policy documents, namely, the Implementation Plan for the "Straw to Meat" Project in Jilin Province and Ten Policies and Measures of Jilin Province to Make Beef Cattle Industry Bigger and Stronger. Head of the Jilin Animal Husbandry Bureau made an interpretation from five aspects.
Support the utilization of straw for feed. We will accelerate the infrastructure construction of straw feed utilization, inject more scientific and technological factors into straw feed utilization, implement subsidies for the purchase of agricultural machinery and improve the storage capacity of straw feed.
Support the establishment of straw feed centralized demonstration areas. We will accelerate the establishment of straw feed centralized demonstration areas, encourage and support counties (county-level cities), townships and villages with conditions to develop industries of cattle, sheep and deer.
Support innovation in beef cattle insurance, investment and financing. We will encourage and support capable large enterprises to lead the establishment of beef cattle industry development fund, encourage financial institutions and financing guarantee institutions to carry out policy insurance for beef cattle and encourage banks to carry out beef cattle loans through insured mortgages.
Support major beef cattle breeding counties in speeding up development and the increase of cows. The annual reward shall be given when the central and provincial funds are allocated to support the related transfer payments to the livestock industry. For beef cattle breeding enterprises that newly introduce cows from abroad that meet the standards of the Ministry of Agriculture and Rural Affairs, those with an introduced number of more than 50 cows shall be given a one-time subsidy of 3,000 yuan per head, and the subsidy for a single enterprise shall not exceed 5 million yuan. For enterprises that newly introduce cows from outside the province that have calves, those with an introduced number of more than 50 cows shall be given a one-time subsidy of 1,000 yuan per head, and the subsidy for a single enterprise shall not exceed 2 million yuan.
Support improved breeding, scale farming and intensive processing of beef cattle. We will support the construction of beef cattle core breeding farms and breeding bull stations, support Yanbian cattle breeding enterprises to use embryo transfer technique and support beef cattle intensive processing and brand creation.
