The quality management system of meteorological observation has been initially established. The technical level of comprehensive meteorological observation equipment has reached 98 percent, an increase of 5 percent over that at the end of the 12th Five-Year-Plan (2011-2015). Meteorological disaster prevention and mitigation services have effectively played the role of the first line of defense, such as flood control and drought relief. The average ratio of direct economic losses caused by meteorological disasters to the provincial GDP is about 0.3 percent, lower than the national average level.
