On November 26, the Information Office of the Jilin Provincial Government held a press conference to introduce the detailed rules for the implementation of the Regulations of Jilin Province on Promoting the Development of Small and Medium-sized Enterprises (SMEs) to all walks of society and to answer the questions concerned by SMEs and the whole society, so as to promote the publicity and implementation of the rules and further boost the healthy development of SMEs across the province.
The rules further clarify and refine the current regulations on government function identification, financial support, as well as rights and interests protection related to the development of SMEs. In terms of specific content, the rules specify the certification documents of SMEs provided by the Provincial Service Center for Promoting the Development of SMEs according to the needs of enterprises and improve the incentive and punishment mechanisms for good-faith and bad-faith acts based on the list of SMEs on the comprehensive social credit service platform of Jilin province. Build a unified comprehensive service platform for corporate financing in the province, and promote the "government-bank-enterprise" financing service platform online for micro and small-sized enterprises. Provide provincial special fund support for eligible enterprises’ intelligent manufacturing demonstration projects, and give annual subsidies to eligible SMEs with insured patents. Protect entrepreneurs’ personal rights, property rights and other legitimate rights and interests in accordance with the law, firmly enforce the principle of "no penalty without a law, presumption of innocence", and strictly standardize legal procedures for handling entrepreneur-related cases. Improve the enterprise-related fee inquiry system on the provincial corporate burden reduction service platform to provide a legal basis for SMEs to pay fees.
With the promulgation and implementation of the detailed rules, the measures and the specific content of the rules have been constantly spread by the province to boost the development of SMEs. It is believed that more and more SMEs will enjoy the benefits of policies issued by the province.
