Changchun city is incorporating the whole space of Gongzhuling into the territorial spatial master planning of Changchun that takes Gongzhuling as an important development space in the southwest of the city in the future. The territorial spatial master planning of Gongzhuling city and the detailed planning of key development areas will be formulated simultaneously.
In terms of the spatial layout of industrial development—conduct reasonable division of labor cooperation among different industries and build a pilot zone of coordinated development of regional industries with the support of Changchun Automobile Economic and Technological Development Zone, Chaoyang Economic Development Zone, Xixin Industrial Zone, Gongzhuling Economic Development Zone and Daling Automobile Logistics Economic Development Zone. Relying on the Harbin-Dalian high-speed railway and National Highway 102, a coordinated development belt between Changchun and Siping is to be built with the combination of Fanjiatun town, Gongzhuling urban area and Lingdong Industrial Zone. Relying on the Provincial Highway 105 and Changchun-Shenzhen Expressway, key areas such as Huaide and Daling will be developed to create a coordinated development belt between Changchun and Shuangliao.
In terms of the connectivity of infrastructure—accelerate the connection between Gongzhuling area and key roads in Changchun such as Tengfei Road, Fumin Street and Guigu Street, promote the extension of rail transit line 5 and line 7 to Gongzhuling area, and plan rail transit express lines to connect Gongzhuling urban area and Changchun urban area.
In terms of the municipal infrastructure—coordinate the planning and layout of major municipal infrastructure such as water supply, water drainage, heating, power and gas, and arrange reasonable construction sequence according to the actual needs of regional construction and development.
