On July 2, Bayanqolu, Party chief of Jilin province and director of the Financial and Economic Committee of the provincial Party committee, presided over the fifth meeting of the Financial and Economic Committee of Jilin Provincial Party Committee to study the issues related to boost the integrated cooperative development between Changchun and Gongzhuling as well as accelerate the construction of Changchun modern metropolitan area. He stressed that the municipal Party committees, municipal governments and relevant departments of Changchun, Siping and Gongzhuling should coordinate in an all-round way and push for breakthrough progress in the integrated cooperative development between Changchun and Gongzhuling. Jing Junhai, deputy secretary of the CPC Jilin Provincial Committee, governor of the province and deputy director of the Financial and Economic Committee of the provincial Party committee, attended the meeting.
Bayanqolu stressed that the integrated cooperative development between Changchun and Gongzhuling should be integrated with the study and planning of the development of 14th Five-Year Plan based on the actual work. He said that we should straighten out inter-departmental relationships as soon as possible, fully implement the requirements of management relationship change of Gongzhuling and adjustment of administrative areas, expedite the establishment of corresponding systems and mechanisms, push Gongzhuling to be placed under the jurisdiction of Changchun district in an all-out effort, further break administrative barriers, optimize factors allocation, promote the integrated development of urban and rural areas, realize the equalization of public services and form a urban-rural integrated development pattern based on collaboration, participation and common interests. Further strengthen the connection in urban planning, infrastructure, industrial layout, public services and ecological governance, accelerate the connectivity of transportation infrastructure and vigorously promote the joint development and sharing of public services. Further expedite the integration of industrial development and focus on strengthening the coordinated development of automobile, agricultural product processing, equipment manufacturing, modern service and strategic emerging industries. Further expedite the integration of urban operations, coordinate the transport, digital information, energy and water conservancy infrastructure construction, explore a mode of coordinated social governance and establish a linkage system of social governance. Further expedite the integration of public services, promote the unified planning and management of education and health, and implement the policies related to the pension system. Further expedite the integration of ecological conservation, strengthen the construction of ecological belts such as the Yitong River and the Xinkai River and make coordinated efforts to control pollution as well as to solve environmental problems. Further expedite the integration of systems and mechanisms, establish and improve systems and mechanisms, and continue to optimize and converge various innovative elements.
