In 2015, General Secretary Xi Jinping made an important instruction that Jilin province should be a vanguard in the construction of modern agriculture and take the lead in accomplishing agricultural modernization during the two sessions as well as his visit to Jilin province in July of the same year. Over the past five years, Jilin province has taken the lead in accomplishing agricultural modernization with significant achievements, which presents a sound momentum of steady development and accelerating transformation.
Since 2013, the annual grain output of the whole province has exceeded 70 billion jin (35 billion kg) and remained stable at the phased level of 70 billion jin (35 billion kg) for seven consecutive years. Jilin's status as a major province in grain production and its ability of safeguarding national food security have been further consolidated and improved. Up to now, the province has established and recognized 3 national-level and 20 provincial-level dominant areas for agricultural products, 2 national-level and 8 provincial-level industrial parks for modern agriculture, as well as 3 national-level and 5 provincial-level pilot demonstration areas for green agricultural development. The coverage of improved varieties has reached 100 percent and the contribution of science and technology to agriculture has reached 58.6 percent. Highlight the improvement of agricultural mechanization. It is estimated that by the end of this year, the comprehensive mechanization rate of crop cultivation and harvest of the whole province will have reached 89 percent, an increase of 1.5 percentage points higher than last year.
Jilin province has built Digital Jilin and extended it to rural areas, as well as has opened up information channels into villages and peasant households, laying down a foundation for the construction of digital agriculture. Jilin-1 satellites have been used in agriculture and have directly served farmers, especially in smart agriculture. The construction of Digital Jilin has been promoted in an all-round way.
Last year, in the whole province, there were 31,200 family farms, a year-on-year increase of 16 percent, 89,400 farmers’ cooperatives with significant improvement in development quality, and 2,600 leading enterprises of all kinds with significant improvement in efficiency and scale, including 530 key enterprises above the provincial level (including 47 enterprises at the national level). The operation scale of new agricultural entities in the province reached 24.55 million mu in 2019. Jilin province planned and implemented the "1231" project for training farmers. 135 farmers have been sent to Japan, South Korea, France, Germany and the Netherlands for training. 2,000 people have been sent to Beijing, Zhejiang, Jiangsu, Shanghai and other provinces and cities for training. 15,099 people have been trained to be new type of professional farmers, 100 youths have been trained to operate farms, 100 people have been trained to be professional managers and 1.1442 million farmers and technicians received training in winter and spring so far.
