Pihe Pumped Storage Power Station Construction Project of Jilin City
1. Introduction to the Project
1.1 Project Background
With the continuous development of national economy, especially with the revitalization of old industrial base in northeast, each industry has an increasing demand for electricity, and power grid peak shaving is much more difficult. In view of the northeast power grid power system present situation and development, the northeast power grid will reach the maximum load of 80115 MW , and the maximum differential peak valley of 32767 MW in 2020. The rate of peak valley difference is up to 40.9%. It is very difficult to solve the problem of power grid peak shaving by depending on conventional hydropower, and it’s unrealistic. Hydropower resources undeveloped in northeast are limited. From the current power grid planning, the best way to solve the problem of peak shaving is to construct pumped storage power station.
Water in reservoir with low elevation (generally known as “lower pool”) is pumped to reservoir with high elevation (generally known as “upper pool”) by using the excess power in the power system, and save it in the form of potential energy. When the system needs electricity, power is generated from the upper pool releasing water to the lower pool. Pumped storage power station has such functions as peak shaving, valley filling, phase modulation, frequency modulation and emergency standby and other functions. These functions could be operated flexibly, which plays an important role in security, stability and economic operation of power system .
1.1.1 Introduction to the Project
Pihe pumped storage power station is located in Pihe Village, Baishishan Town, the border between Jiaohe City and Dunhua City, the source of the second Songhua river branch river. Zhongshui Northeast Survey, Design and Research Co., Ltd. has made comprehensive survey and evaluation to the site selection of Pihe pumped storage power station at earlier stage. It ranks the first among site selection of all pumped storage power stations in the whole province. The power station is 75 km away from the Fengman hydropower station, and 185 km away from Changchun City. The geographical position is appropriate. The rated water head is 398 meters. The installed scale is 1200 MW. It’s divided into lower storage reservoir and upper storage reservoir. The damsite of the lower storage reservoir is on the Pihe, 2 km of upstream of the Pihe Village. The damsite of the upper storage reservoir is located in the mountain valleys, 3 km to the west of the right bank of Piaohe. The catchment area is 0.95 square kilometers.
1.1.2 Market Prospect
(I) Market current situation and prediction of the project
Coal and oil resources in northeast China are abundant, and the development level of water resources is higher, but development scale is limited later. The power grid in northeast is limited by the energy and resources. The construction of power supply will be given priority to coal-fired thermal power with large capacity in the future . At the same time, the construction of pumped storage power station will be taken as the main peak power source in the future. The pumped storage power station not only isa good peak power source, but also can undertake the tasks of grid frequency modulation, phase modulation, and emergency backup to provide dynamic benefits for power grid. It could effectively improve the operating conditions of thermal power and other types of units, extend the service life of thermal power unit, reduce the fuel consumption of power grid, and improve power supply quality and operation safety of power grid. Through analysis and calculation of power optimization configuration made by the northeast power grid, power grid in northeast will require to have equipped with pumped storage capacity of 8000 MW by 2020.
To construct pumped storage power station is not only the demand of structural adjustment of power supply and optimal configuration of peak power source in the northeast power grid, but also the demand self development of power grid in Jilin Province at the same time. Through analysis on the the profit and loss of peak regulation capacity, power grid in Jilin Province will be lack of peak regulation capacity of 1700MW to 2300MW from 2015 to 2020 (it’s still managed in form of distribution), and will have been equipped with pumping capacity of 1200 MW by 2020. If no new peak power source are built, it will have to take measure of power cuts and electricity restriction to maintain the operation of the power grid then. It’s bound to affect the social production and household electricity.
(II) Analysis on product competitiveness
According to calculation results of feed-in tariff on the avoidable cost: the capacity price is 844 Yuan/kW, and the electricity price is 0.168 Yuan/kW. H. It’s not high when compared with other pumped storage power stations. If it’s calculated based on financial benchmark yields of 8% in the electric power industry: the feed-in tariff is only 0.424 Yuan/kW. H, in which the capacity price is only 473 Yuan /kW, it’s much lower than the avoidable cost of electricity.
1.1.3 Technical Analysis

(II) Selection of main equipment
(1) Equipment of metal structure
Upper and lower water reservoir: trash rack, buried pieces of trash rack, emergency gate, buried pieces of emergency gate, and hoisting equipment; tail gate: high pressure gate valves, hoisting equipment with high pressure valve, pumping station and pipeline, repair and maintenance lifting equipment in tail gate chamber, and bridge machine tracks;
Spillway: maintain gate, maintain buried pieces of gate, maintain lifting equipment of gate, working ate, buried pieces of gate, start-stop equipment of work gate pumping station and pipeline;
Construction diversion: work gate, buried pieces of work gate, lifting equipment of work gate.
(2) Main mechanical and electrical equipment
Hydraulic machinery: pump turbine, ball valve and its operating mechanism, bridge crane, speed controller and oil pressure device.
Primary electric equipment: generator, motor, main transformer, isolated-phase bus (main and branch circuit), SFC variable frequency starting device, motor circuit breaker device,SF6 closed combination electric appliance inside and outside the hole, high-voltage cable.
1.1.4 Advantageous Conditions and Essentiality of Project Construction
To construct pumped storage power station is not only the demand of power grid in the northeast , but also the demand self development of power grid in Jilin Province at the same time. Large and medium-sized hydropower stations in Jilin power network are uniformly scheduled by power grid in the northeast to take peak shaving and backup task of power grid in the northeast. Hydropower capacity assigned to Jilin Province is 22.26% of the hydropower in the northeast power grid. The proportion among installed capacity of thermal power plant, self-provided power plant of enterprises and local small power plant in power grid in Jilin Province. It’s more difficult for peak shaving in winter. During the period of “10th five-years plan”, thermal power plant renovated and created in the first two years are thermal power units more, which further increase the difficulty in peak shaving of power grid in Jilin Province. The main peak shaving hydroelectric power in the northeast still keeps the current management and distribution form or pattern. Whether consider from the aspects of peak shaving capacity or from the aspects of economic operation, it lacks of peak shaving capacity. Through calculation and analysis, 1200 MW pumped storage capacity is required to be equipped for Jilin Province in 2020.
Considering the construction layout of power grid and power supply in the northeast, especially for the geographical location for key point and bridge of passage “power in the north delivering to the south” where power grid of Jilin Province locates, combined with the needs of the power grid in the northeast and power grid in Jilin Province, it’s appropriate to reasonably choose and arrange construction of pumped storage power station, and it’s the demand for balanced development of power grid, reasonable layout of power supply and suitable for development of regional economy. Through general census of Zhongshui Northeast Survey, Design and Research Co., Ltd. Pihe site is the best whatever in natural conditions, engineering and technology conditions, power plant scale, economic index or external environment. Water head of this site is rather higher, and the scale is rather larger. The geographical position is appropriate, and external condition is simple. It can be taken as the site of key development and research recently based on the demand of power grid in the northeast.
1.2 Content and Scale of Project Construction
1.2.1 Product Scheme and Scale
The installed scale of power station that the Pihe pumped storage power station initially proposed is 1200 MW, 4 sets of mixed-flow reversible pumps - hydraulic turbine set, and the power per unit is 300 MW. In accordance with the provisions in Design Safety Standards on Classification of Hydroelectric Project (DL5180-2003), this size is large (1), and the engineering grade is grade I.
1.2.2 Construction Content
Main buildings: water retaining structure at upper water reservoir, water conveyance system, power station plant and switching station, water retaining structure at lower water reservoir and drainage buildings are Grade I buildings;
Secondary buildings: air hole and other ancillary buildings are Grade III buildings.
Main engineering quantity: earthwork excavation of 166.35 x 104 cubic meters, stone hole excavation of 85.47 x 104 cubic meters, dam embankment of soil (stone) filling 282.5 x 104 cubic meters, concrete and reinforced concrete of 23.42 x 104 cubic meters.
Total installed capacity the project is 1200 MW, there are many schemes for unit number available for selection, such as 2 sets x 600 MW, 3 sets x 400 MW, 4 sets x 300 MW, 5 sets x 240 MW, and 6 sets x 200 MW etc. According to the development trend of the pumped storage technology at home and abroad, as well as design, manufacture level and development of of pumped storage unit in China, and considering the flexibility of unit operation, the rationality of the hub layout and economical efficiency of project investment, the unit number initially proposed is 4 sets at this stage, and the power per unit is 300 MW. Power generation per day is about 5 h, and 1 h for standby. The annual power generation capacity is 20.1×108kW·h.

1.4.1 Main Financial Indexes
The project is expected to have annual operation revenue of 1000 million Yuan, and profit of 850 million Yuan. The payback period is 8 years (after taxes, including construction period of 2 years), and return on investment is 16.8%.

1.4.2 Social Evaluation
The construction of pumped storage power station not only can provide adjustable capacity for power grid to solve the problem of power grid peak shaving, but also can greatly drive the development of local industries to bring considerable financial income and employment opportunities for local people, promote local national economy and improve people’s living standards.
Pumped-storage power station belongs to the environmental protection power source. It itself neither consumes fuel, nor discharge harmful substances, and it could reduce the fuel consumption in the power grid by replacing thermal power unit capacity, and improving operating condition of thermal power unit. It could correspondingly reduce the harmful gas emissions to have certain effect in protecting the atmospheric environment.
As the national economic development has increasing demand for electricity, the people’s living standards and awareness and requirements of living environment quality constantly improve. To control and reduce harmful gas emissions, and co-generation are the mainstream of thermal power construction for a long period in the future. For superior energy and high quality power, such as wind power and solar energy, it will aggravate the peak-shaving contradiction of power grid whenever put into. Thus, to speed up the construction of pumped storage power station is the need for electric power system itself, and it’s also the need for national economic development and improvement of people’s life.
