1.1 Project Background

1.1.1 Product Introduction

Float glass has good quality, the optic quality, flatness, light transmittance and quantity of defects is much better than panel glass produced with Glaverbel approach. According to the national relevant stipulations, Glaverbel glass production line should be completely closed by the end of 2012. Due to the adjustment of the national industrial policy and market demand, the product must be upgraded and replaced.

1.1.2 Market Prospects

(1) LOW-E glass market demand structure

During January - November 2010, the demand in China's LOW-E glass industry reached 328 million m2, a year-on-year growth of 48.6%.

In the international market, LOW-E glass in urgent need can be used as hollow glass of building doors and windows and glass curtain wall, and another market that cannot be ignored is used to automobile sunshine thermal control (double silver coating).

Europe took the lead to apply sunshine thermal control (double silver coating) LOW-E glass produced with offline coating production line in automobile windshield glass market. The world famous Reynolds, Volvo, OPEL and other automobile manufacturers are optimist with the LOW-E glass accessible to sunshine thermal control, hot bending, tempering and interlayer, and accelerate its application in the automobile industry.

China imports LOW-E glass coating production line, and the equipment import price is very high. The expensive construction investment cost enables China's LOW-E glass price to be higher than that in the countries of Europe and America. Therefore, China is the country that imports the most LOW-E glass in the world.

(3) China's LOW-E glass development tendency

① Technical tendency of LOW-E glasses

The offline LOW-E glass that can be processed in other places inherits all advantageous performance of offline Low-E glass, and has got breakthrough in the traditional weak aspects, effectively solving the condition restriction problem for many small and medium-sized processing manufacturers. It integrates the offline and online advantages, and will have a broader market prospects when Low-E glasses have increasingly extensive application in modern times.

② LOW-E glass price tendency

The development of LOW-E glass experienced a short time in China, and there is a big gap between the brand image of the industrial enterprises and foreign enterprises. The additional value arising from brand is small. China's LOW-E glass production has reached the world advanced level. However, the brand image and popularity are not as good as foreign manufacturers, and the price is much higher than the imported product. LOW-E coating glass equipment produced in China has superior performance, which has reached the international advanced level, and the selling price is only about half of the price of foreign products of the same category. It has strong substitutability and competitiveness compared with foreign products.

③ Forecast of LOW-E glass demand

Building energy is mostly consumed through doors and windows, and new-type LOW-E glass has very high visible light transmittance, which can ensure good natural lighting, effectively control the penetration of sunshine radiation, reflect back near and far infrared ray heat radiation, own good sound insulation effect, and in any climatic conditions realize the purpose of controlling sunshine, saving energy and controlling quantity of heat.

China's glass output rank the first in the world with surplus total quantity, but the structural shortage exists, high grade and high quality float glass only accounts for about 10% of total quantity. Domestic high quality float glass quantity is far from meeting the domestic market demand. China spends large quantity of foreign exchange to import from foreign countries every year. Developing high grade float glass will have broad market prospects in China.

At present, China's Low-E special glass is mainly used in office building market. Residential houses are basically equipped with ordinary float glass. Extensive application of Low-E special glass in residential houses market will be the main field where Low-E special glass is applied in an increasing wider range.

1.1.3 Technical Analysis

It adopts advanced online Low-E coating float glass, and takes advanced and reliable technical measures to ensure the produced Low-E coating float glass to meet the user's requirements.

1.1.4 Advantageous Conditions of Project Construction

(1) Policy conditions

Long and Medium-Term Special Plan for Energy Conservation issued by the National Development and Reform Commission clearly indicates that, "glass industry should develop advanced float process to promote kiln's full heat insulating technology, oxygen enrichment and oxygen-fuel combustion technology", encourage to use energy conservation doors and windows and new-type wall materials. Online Low-E coating glass production technology used in this project can reach domestic leading level and international advanced level. Advanced technology will be used in the project implementation. The produced product can effectively reduce building energy consumption, and meet the requirements of the national energy conservation policies.  

② Opinions on Implementation of Ten Key Energy Conservation Projects issued by the National Development and Reform Commission clearly indicates that, "newly constructed buildings should comprehensively and strictly implement 50% of energy conservation standard, and four direct-controlled municipalities and northern cold regions should carry out 65% of energy conservation standard for newly constructed buildings". High quality Low-E coating glass produced in this project is the necessary material for deep process of hollow glass, which conforms to the national energy industry policy.  

③ Directory Catalogue on Readjustment of Industrial Structure (2011) issued by the State Council specifies to list "development and production of new-type energy conservation and environmental protection wall materials, heat insulation and sound insulation materials, waterproof materials and building sealing materials and building paint" as encouraged projects. This project will establish high quality Low-E coating glass production line. The project product is energy conservation and environmental protection wall material, and the project conforms to the national industrial structural adjustment direction.  

④ Six ministries and commissions including the National Development and Reform Commission jointly formulated Several Opinions on Promoting Structural Adjustment of Panel Glass Industry, and gave policy direction for the structural adjustment of panel glass industry. These Opinions request to make glass deep-processing rate should reach over 40%; promote extensive application of hollow glass (including Low-E glass); ensure the quality to basically meet the requirements of high grade building and transportation industry and information industry; focus on the improvement of Low-E glass quality, energy conservation, environmental protection and new varieties to develop technology and complete equipment research and development, and incessantly develop new technology, new process, energy conservation and functional new products. Therefore, main target of structural adjustment of Chinese glass industry is to increase high quality Low-E glass proportion, and intensify the development of Low-E glass energy conservation, environmental protection and new products. Therefore, this project construction can meet the policy requirements for glass industry.

(2) Location advantage

Zhenlai County is at the junction of Jilin, Heilongjiang, Inner Mongolia. Hunchun-Ulanhot Expressway, Nenjiang-Dandong Expressway, Siping-Qiqihar Double-Line Railway and Changchun-Baicheng Railway cross the border, forming the transportation network that connects railway and highway, and joins trunk line and branch line. It is only 30km from Baicheng Airport to be constructed soon to Zhenlai. The traffic is rapid and convenient.

(3) Technical advantage

This project adopts international advanced online Low-E coating glass production technology. The product quality can reach international glass quality standard and meet the quality requirements for glass deep-processing.

(4) Industrial basis advantage

Jilin Xinxing Glass Co., Ltd. is the a large enterprise in the glass industry in Jilin. With the production scale of the company expanding rapidly, the original production plant and equipment cannot adapt to new market demand. Because the enterprise's existing process cannot meet the market demand, the development is serious restricted. For this reason, it is urgent to conduct transformation in different places, technical innovation, management innovation, and establishment of new glass industrial base.  

Zhenlai is located in the center of silica sand, caustic soda and other raw materials and coal and other fuel producing areas necessary for producing glass, Siping-Qiqihar Double-Line Railway crossing the border connects the surrounding five large coal fields with annual production capacity over 10 million tons. In addition, Zhenlai County has large quantity of rural surplus labor force that can be offered with free training for working. Therefore, the implementation of this project in Zhenlai will have the innate advantages of easily obtained raw materials, abundant resources and sufficient production factors.

2.2 Introduction to Project Undertaker

Jilin Xinxing Glass Co., Ltd. is a middle-sized building material enterprise that produces panel glass with Glaverbel process, which was originally Glass Plant of Zhenlai County, established in 1958, and transformed into No. 6 Machine Kiln with Shuangliao Glass Factory in 1986. It stopped production and draw water off in 1996. In October 2000, our company rent this plant to establish Zhenlai County Xinxing Glass Industry Co., Ltd., invested to recover the production, and totally purchased it in May 2003 on the basis of renting. In order to meet the demand of the company for operation and development, it was renamed as Jilin Xinxing Glass Co., Ltd..

Our company is the largest private enterprise in the county that attracts capital out of the province and conducts enterprise system transformation, and the county-level pillar enterprise achieving the most successful restructuring and biggest performance on own development. At present, the company covers an area of 136,000m2, including building area 36,000m2, 2 special railway lines, fixed assets 320 million yuan, annual total output value 200 million yuan, profit 40 million yuan, and paid tax 15 million yuan. The company has 548 employees, including 64 engineering technicians and professional staff.

The company has raised capital 70 million yuan for comprehensively technical transformation, transformed the backward vertical technology into 1-kiln and 3-line Glaverbel production process, with melting capacity 240t/day. The capital includes glass transformation 50 million yuan; gas production line 15 million yuan; and coal washing production line 5 million yuan.
