1. Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

Wollastonite is metasilicate mineral of calcium, and an emerging industrial mineral raw material. At present, it is mainly used in ceramic industry, and then used as metallurgical casting powder and paint, as well as welding electrode coating, asbestos substitute, abrasive material binder, glass burdening and padding for producing rubber, plastic, insulation materials and paper. Some wollastonite rock can be used as building veneer material or burdening for producing white cement.

1.1.2 Market Prospects

Global wollastonite resources are abundant, total volume is more than 1.1 billion tons, but its distribution is extremely unbalanced. Wollastonite deposit is discovered in only over 20 countries in the world. China's wollastonite resources are abundant, the reserves of about 100 million tons top the world. In 2012, China's total wollastonite output was 550,000t. China's wollastonite resources are widespread, relatively concentrated, deposit scale is large, the proved reserves large-scale deposits account for 58%, with high grade and excellent quality. The wollastonite in Jilin, Liaoning, Hubei, Zhejiang, Jiangxi and Qinghai is close to the world famous wollastonite in India. In particular, the wollastonite ore in Dading Mountain, Lishu County, Jilin Province, is pure white, containing low content of impurities, and needle-shaped or fiber-shaped crystal, belonging to the world's rare natural low iron quality wollastonite, and the product quality and variety have reached the world advanced level. It enjoys good fame in the international market.

In China, non-metallic ore industry aims to serve the national economic and social development pattern, boost mineral resources to be timely transformed, powerfully drive the rapid development of ceramic, paint, plastic, rubber, metallurgy, building materials, chemical engineering, papermaking, paint, papermaking, printing ink, daily chemical engineering, medicine, food, feed and other industries, and get outstanding economic and social benefits.

China has abundant wollastonite resources, the proved reserves about 200 million tons, resource inventory 130 million tons, and prospect resource quantity over 320 million tons, ranking first in the world, having tremendous resources advantage. It is mainly distributed in Jilin and Liaoning. China has constructed plants and put into operation in the above regions, in which the representative company is Jilin Lishu Wollastonite Ore Industry Company. At present, China's annual Output of wollastonite is 550,000t, exceeding America and India and becoming the largest wollastonite resources and production country. About 50% of wollastonite produced in China is used in domestic industries of ceramic, refractory paint, plastic and rubber. China's wollastonite is mainly exported to Japan, South Korea, Southeast Asia and other Asian countries as well as European countries, such as German and Spain, export volume reaches 200,000t, accounting for 70% of the international market. The overall processing and application level of China's wollastonite is not high. The exported products are mainly based on choice bulk ore and crude processing products, foreign exchange earnings are not high; research and development for processing equipment and processing technology is not deep enough, deep-processing capacity is weak, becoming the essential restricting factors for the extensive application of the wollastonite produced in China in high quality engineering plastic, fine ceramic, high-grade pigment and other industries, and causing high grade wollastonite to be imported substantially.

China's wollastonite consumption occupies the first position in the world, in which wollastonite fine powder (0-38μm) is mainly used in ceramic raw materials and padding of glaze, papermaking, rubber and plastic and paint pigment; wollastonite ultra-fine powder (0-1 0μm) is mainly used in paint pigment, cable, rubber, plastic and other padding; wollastonite needle-shaped powder (length/diameter ratio over 10:1) is mainly used in paint pigment, rubber plastic reinforcement, automobile clutch and brake padding; modified wollastonite powder is mainly used in cable, rubber, plastic, resin and other functional padding and reinforcing agent, etc. China's wollastonite consumption is mainly in glaze brick and ceramic blank, the consumption accounts for about 50%; it is then used in metallurgical casting powder and welding electrode, accounting for about 20%; consumption in paint, paint accounts for about 10%; consumption in plastic, rubber, papermaking padding accounts for about 10%; consumption in building materials and asbestos substitute accounts for about 10%. Automobile plastic market has become the consumption field with the fastest growth of wollastonite, having broad market and high additional value. According to the development experience of the countries with developed industry, after industry and social develop to certain degree, the consumption and output value of non-metallic ore and non-metallic mineral materials will exceed that of metal ore and metal mineral. Wollastonite is a non-metallic mineral material with high additional value and fast growth speed. With research deepening, the research direction should focus on the development and application of wollastonite in non-ceramic aspect. Padding is the application field with the biggest potential. ultra-fine wollastonite product after deep processing and needle-shaped powder increase the value to several times and even dozens of times of the primary product. In the future, the demand for various padding of plastic, rubber, paint and papermaking industries will exceed 20 million tons, and the demand for wollastonite needle-shaped powder and other high quality padding is more urgent.

Lishu County is China's "Hometown of Wollastonite", which has proved wollastonite reserves over 20 million tons as one of China's main wollastonite producing areas, accounting for over 10% of the national reserves, and 25% of reserves in Jilin Province. Since Jilin Lishu Wollastonite Processing Park was established, 24 wollastonite production and processing enterprises have entered the park, including 4 enterprises above the designated size. In 2015, the park had total output value 2.565 billion yuan, and paid tax 280 million yuan, making significant contributions for the county's economic and social development. Industrial Plan of Jilin Lishu Wollastonite Processing Park (2015-2020) was completed in 2012. The overall target of the Plan clearly indicates that, by 2020, the park will have wollastonite product output over 1,300t, and develop toward high length/diameter ratio (more than 15:1) wollastonite needle-shaped powder, wollastonite powder with finer granularity, wollastonite powder's excellent modifying method and good modifying agent. Therefore, this project's annual production capacity 350,000t wollastonite powder can provide powerful support for park construction and will have a promising market prospect.

1.1.3 Technical Analysis

After choosing and removing impurities, the project's raw materials will be delivered to jaw crusher for coarse crushing and secondary crushing, then delivered in Raymond mill or ball mill for ore grinding to get ordinary wollastonite powder through cyclosizer. This ordinary powder is delivered to fluidized bed jet mill and water-cooled mechanic micronizer for ultra-fine pulverizing to obtain ultra-fine wollastonite powder and needle-shaped wollastonite powder. After discharging, conduct finished product inspection. After passing the inspection, conduct packaging, and put in warehouse for selling.

Technical scheme and design principle:

1.1.4 Advantageous Conditions of Project Construction

(1) Policy conditions

The project conforms to the National Industrial Adjustment Directory and the Twelfth Five-Year Plan of the county, city and province, which can enjoy the preferential policies of government at all level and the development zone; Lishu County provides preferential policies for the investment attraction projects above 30 million yuan, and implements one meeting for one case for significant investment attraction enterprises. In addition, this project can also enjoy the preferential policies of national-level key town and Guojiadian Industrial Concentration Zone.

(2) Location advantage

Lishu County is located in the center of Songliao Plain, which has total area 4209km2 and total population of 810,000, and has been called "Bright Pearl of Songliao" and "Northeast Granary". It is only 10km from Lishu County to northeast traffic hub Siping, 110km to provincial Capital Changchun City, 208km to Shenyang City, Liaoning Province, 420km to Yingkou Bayuquan Port and 540km to Dalian Port. Beijing-Harbin Railway, Harbin-Daqing Railway, Changchun-Dalian Expressway and 102 National Highway run through the border. There is one expressway exit. The county has 22 special railway lines with annual cargo handling capacity of over 3 million tons.

(3) Technical advantage

Lishu County has long foundation of wollastonite processing. Dadingshan Wollastonite Ore Industry Company is famous around the country. It has numerous technicians in wollastonite industry, and the technical level has increased substantially in recent years.

(4) Talent advantage

(5) Industrial basis advantage

Lishu County is "Hometown of Wollastonite in China". Dadingshan wollastonite deposit belongs to contact thermal metamorphism deposit, and locates in the west of Jihei Groove fold system. In the late Hercynian movement, the ore zone was invaded by large-scale granite, enabling the originally extensively distributed carboniferous system stratum to be inserted and etched, appearing xenolith with length 1000m and width 500m. Main lithology of carboniferous system upper Shizuizi Formation stratum is crystalline limestone, marble, chert stripe marble or chert nodule marble, appearing NW-SE distribution, inclining SW. The ore body is distributed within about 20-1000m from the intrusive body. The virgin rock of outer stripe's chert stripe marble in intrusive contact belt is cilicic carbonatite, forming contact thermal metamorphism wollastonite deposit in the favorable position of ore-forming structure in the thermal effect of intrusive body. The morphology of ore bodies are stratiform and stratiform-like shape. The ore has compact massive structure, fiber shape and radial crystalloblastic texture. Main component of the ore mineral is wollastonite, which belongs to triclinic low temperature wollastonite. Gangue minerals are mainly quartz, calcite and a little diopside. The ore has excellent grade and average ore content 61.4%. The ore has good quality and mineral crystal, low content of impurities, and Fe2O3 content 0.1%.

Annual production capacity is wollastonite powder 350,000t, including: needle-shaped wollastonite powder 70,000t, modified wollastonite ultra-fine powder 80,000t, wollastonite fine powder 80,000t, and ordinary wollastonite powder 120,000t.

1.2.2 Construction Content

This project has total area 200,000m2. The project land belongs to planned industrial land. It proposes to construct total area of buildings 162,165m2 and total building area 183,690m2. The park is mainly divided into production zone, auxiliary production zone and living and office zone.

It proposes to newly construct burdening workshop, crushing workshop, powder grinding workshop, fine grinding workshop, raw materials warehouse, semi-finished products warehouse, finished products warehouse, comprehensive office building, inspection and detection center, living service building and garage and 183,690m2.

It purchases 275 main production equipment, 357 inspection and detection equipment and 24 transport equipment.

1.4.2 Social Evaluation

The project construction fully conforms to the industrial structure adjustment of Jilin Province, which can further accelerate the transformation of northeast old industrial base, promote sustainable development of local steel products, building and decoration and other industries, boost the development and expansion of local economy, increase the national and local fiscal revenue, provide 500 jobs, lighten social employment pressure, and generate immeasurable social benefits for environmental protection and resource utilization.

After the project is put into production, it needs large quantity of raw materials and power, thus driving the development of upstream and downstream production enterprises. In addition, after the project is finished, it will greatly promote the development of local road, building and cement products and other industries.

2.2 Overview:

Guojiadian Industrial Concentration Zone is located in the southeast of Lishu, covering an area of 10km2. The concentration zone is near to Guojiadian Town. Beijing-Harbin Expressway and 102 National Highway pass through the zone. It has Beijing-Harbin Expressway entrance and exit and railway station, 70km from Changchun, 20km from Siping, 190km from Shenyang and 540km from Dalian Port. The surrounding regions contain large quantity of wollastonite, limestone, nonferrous metal and other mineral resources. The proved reserves of limestone are over 1 billion tons, and wollastonite reserves over 20 million tons. It has over 30 various enterprises with annual total industrial output value 830 million yuan. On the basis of Guojiadian Industrial Concentration Zone, it will mainly construct building materials industry, modern logistics industry and new energy industrial parks. Based on Tianyi Cement Co., Ltd., Dadingshan Wollastonite Ore Industry Co., Ltd., Huapeng Calcium Industry Co., Ltd., Longye Building Materials Co., Ltd. and other enterprises, it will build cement, stone, lime and calcium powder industrial cluster that integrates production and transaction and has complete industrial chain and supporting service facilities. Based on the early-stage cooperation with New Energy Co., Ltd. of Datang Group, Tianwei Wind Power Plant of China South Industries Group and China Huaneng Group Co., Ltd., it boosts wind power generation, rubbish power generation, solar utilization, oil gas exploration and transmission, clean coal gas exploitation, new energy product production and other kinds of projects to station in Lishu. Based on Jilin Xiandai Tianfeng Agriculture Group Co., Ltd. and other logistics enterprises, it comprehensively cultivates assembly, container, packaging, maintenance, warehousing, cargo allocation and other logistics industrial forms, integrates in Northeast Asia Modern Logistics Port of Siping City, and enables the logistics industry in Lishu to become the modern comprehensive logistics base in Northeast Asia.
