1. Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

In this project, molten glass is drawn or blown into fiber with diameter from a few microns to dozens of microns, and the fiber is different according to length. By taking resin as base material, glass fiber and its products belong to reinforcing materials, and quartz sand is new-type composite made from filling materials, and has the best choice for chemical industry and drainage engineering due to its excellent advantages of excellent corrosion resistance, hydraulic power, light weight, high strength, big transmission flow, convenient installation, short construction period and low comprehensive investment. It is spun into glass cloth or glass tape, mixed as the needed proportion by adding epoxy resin or styrene and curing agent in unsaturated polyester. Coat glass fiber cloth and resin on molds of different specifications, paint sand-added resin on winding glass fiber, cover the surface with glass fiber cloth or asbestos cloth after reaching the specified thickness, and become finished GRP sand glass fiber reinforced plastics pipes after solidification and trimming. Glass fiber reinforced plastics pipe is one new-type composite pipe, which has many superior performance that cannot be replaced by other pipes, and are widely applied by chemical enterprises in corrosive medium transmission, pollution discharge, oil gas transmission, farm irrigation, seawater transmission, circulating water in power plant, urban water supply drainage engineering as well as many other fields.

1.1.2 Market Prospect

In the present international market, glass fiber reinforced plastics industry has the biggest output and widest usage. Since the middle of 1980s, among the newly laid large and medium-sized international water supply pipelines in Europe, the application length proportion of glass fiber reinforced plastics pipes can reach 10%-50%. The glass pipelines of UK account for over 25% of total water supply length, and will be expected to increase by 30%-50% in the coming period of time. The application length proportion of glass fiber reinforced plastics pipes in Sweden can reach 40%, among newly laid municipal pipelines with diameter above 300mm, 80% are glass fiber reinforced plastics pipes. In Japan, among big-caliber urban water supply pipelines, glass fiber reinforced plastics pipes account for 25%, exceeding the consumption of steel pipes. In the region of Middle East, the large and medium-sized water transmission pipes, sewage pipes, seawater desalting system pipeline as well as some industrial transmission pipelines are glass fiber reinforced plastics pipes.

In recent years, China has seen fast development of glass fiber reinforced plastics industry, and the output developed to be 300,000t/year in 2000. For winding equipment of GRP sand glass fiber reinforced plastics pipes, China has successively introduced 4 winding pipes production lines and 2 centrifugal pipes production lines from Italy, Japan and France. The pipe has many advantages of excellent corrosion resistance, good heat and cold resistance, abrasive resistance and heat insulation performance, antifouling performance after solidification, good mechanical property, excellent insulation property, long service life and reliable safety, so it has terrific mechanical property and processing properties. In most of sewage with untreated acid, alkali and salty seawater, as well as corrosive soil or ground water and the corrosion of numerous chemical substances, GRP sand glass fiber reinforced plastics pipe has smooth inner surface, and is applicable to large-caliber (≥φ500mm) water transmission pipelines, it is featured by small grinding resistance coefficient and good hydraulic fluid characteristics, and the bigger pipe diameter will make its advantages more obvious. On the contrary, with the same pipeline transmission flow, GRP sand glass fiber reinforced plastics pipes with smaller inner diameter can be used as substitute in engineering, thus reducing the input in one-off engineering. Compared with other pipes when GRP sand glass fiber reinforced plastics pipelines are in the process of water transmission, they can greatly reduce loss of pressure head, save pump power and energy, having good market prospect. In addition, this project also belongs to resource-oriented project, which will not be impacted by China's entry in World Trade Organization (WTO), on the contrary, they will provide enterprises with more commercial opportunities and bigger driving force due to the tax reduction policy after entry in WTO. Therefore, both in domestic and international market, the products of this project have very promising market prospects in the fields of oilfield, chemical industry, water supply and drainage and power station.

In terms of market positioning, the main regions in domestic market are northeast, Inner Mongolia, and expanded to the regions in the north of the Yangtze River; overseas market mainly includes Russia, and expanded to Southeast Asia, Africa and Middle East regions. This project is featured by medium investment scale, integration of the existing resources, short construction period; advantageous labor force, technology and manufacturing costs, which can adopt differential low cost market strategy.

1.1.3 Technical Analysis

The technology applied in the project has received repeated practice in domestic and foreign market, which is mature, perfect and advanced in principle. The project products have many advantages of excellent corrosion resistance, good heat and cold resistance, abrasive resistance and heat insulation performance, antifouling performance after solidification, good mechanical property, excellent insulation property, long service life and reliable safety. The process flow is in conformity with the environmental protection concept of energy conservation and emission reduction. The technical research and development and application can fully meet the national demand for related industrial policies, providing abundant technical support and guarantee for smooth implementation of the project.

1.1.4 Advantageous Conditions of Project Construction

(1) Policy condition

This project is in conformity of the national industrial policy, which enjoys a series of national preferential policies for the development zone, policy for revitalizing northeast old industrial base, and preferential policies for investment attracting of Shuangliao City. The details will follow the principle of one discussion for one matter.  

(2) Location advantages

Siping has complete industrial categories and solid foundation. Through many years of development, it has formed a complete industrial system that takes green agricultural products' refined and deep processing, machining and manufacturing as leading industries, energy, metallurgy, chemical industry, building materials, medicine, light industry and electronics as advantageous industries, and high and new technology and modern logistics as burgeoning industries. It has more than 40 industries, and over 250 above provincial-level high quality product.

Hydrogeological and weather conditions show that, the selected construction site of the project is good. The surrounding of the factory site has complete utilities and "six accesses and one leveling" (six accesses mean power supply, water supply, drainage, heat supply, communication and road; one leveling means factory site leveling) infrastructure condition. The favorable external supporting facilities can lay a solid foundation for the project construction, and save construction investment. The park has complete infrastructure, good construction environment, complete service and convenient traffic. The construction site is surrounded with two-way four-lane urban roads, laid with water supply pipeline, sewage drainage pipeline, rainwater drainage pipeline, communication line and urban gas pipeline. Power supply is supplied to power distribution room of factory by the substation nearby to ensure smooth implementation of the project.

Shuangliao City has over 900 million m3 of the verified quartz sand reserves, and one sheet glass production line with daily melting capacity of 460t and 600t, which has basically formed glass production base. It is only 240km from construction site to Jilin Petrification, causing short distance for transporting chemical raw materials, ensuring the supply, and having abundant land and labor force resources. The project is featured abundant product's raw materials resources, having obvious industrial resource advantages.

The project introduces foreign advanced technology and equipment, and constructs and produces 300,000t GRP sand glass fiber reinforced plastics pipes of various models every year. It introduces foreign advanced technical equipment, utilizes the local resource advantages to produce various models of GRP sand glass fiber reinforced plastics pipes, glass fiber reinforced plastics pipes, pipeline heat insulation pipes, glass fiber reinforced plastics bent pipes, glass fiber reinforced plastics valves, glass fiber reinforced plastics water sprinklers, metal container glass fiber reinforced plastics lining, and glass fiber reinforced plastics pressure vessels.

This project utilizes the local silica sand and quartz sand to produce GRP sand glass fiber reinforced plastics pipes, driving the local development of Shuangliao, using local resources, and having good social benefits and economic benefits of the enterprise. Therefore, this project is feasible.

The project and its products have many advantages of excellent corrosion resistance, good heat and cold resistance, abrasive resistance and heat insulation performance, antifouling performance after solidification, good mechanical property, excellent insulation property, long service life and reliable safety, which can be used in various municipal sewage treatment, water supply tap water transmission, farm irrigation, and petrochemical engineering. Therefore, the popularizing of this project and its products will help adjust Chinese product structure, increase industrial level and position of China, and protect ecological environment, having very profound significance for promoting the natural and harmonious development between Chinese economy and society and between people and the nature, and leaping from resource economy to circular economy. The project complies with the national industrial policy in the aspects of energy conservation and environmental protection, and can also drive the economic development of Jilin Province, optimize industrial structure, provide many job opportunities for the local area, improve local economic situation, and increase people's living standard, having positive significance for maintaining social stability and facilitating social harmony.

2.2 Overview:

Shuangliao Economic Development Zone of Jilin Province (provincial-level industrial concentration zone) was initially constructed in 2002, and established in October 2005 with the approval of the Development Office of Provincial Government, which is situated in the southwest of Jilin City, covering a planned area of 28km2. The Development Zone has 26 enterprises above designated size, 11 projects under construction, and planned total investment more than 3 billion yuan, in which 600 million has been completed.
