1. Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

This project takes shale as raw materials to produce shale ceramsite and shale pottery by burning shale and shale ceramsite block by taking shale ceramsite as skeletal materials and a large part of shale ceramsite are used to produce shale ceramsite block for the enterprise itself. Therefore, what the enterprise sells to the market are mainly shale pottery, shale ceramsite and shale ceramsite block. Shale ceramsite, the most basic product among them, is very useful. Firstly, it is the best energy-saving building material which can be used for cast-in-situ bridge, all kinds of building materials, water filtration, water treatment, filtration in petroleum chemical industry, soilless culture and culture in water-CW. Shale ceramsite is good at resisting acid and alkali and high temperature, so it is more environmentally friendly than others. Secondly, shale ceramsite contains Silica, aluminum oxide, ferric oxide, calcium and magnesium, potassium oxide and sodium oxide which are good for human health and essential for human body, so the cast-in-situ buildings with shale ceramsite are significantly good for human health because of those elements indoor.

1.1.2 Market Overview

Shale ceramsite and shale pottery produced by burning shale and shale ceramsite block produced by taking shale ceramsite as skeletal materials have shown good prospects on the market. Because of the limited production and application of industrial clay, the demand for shale ceramsite and its product, ceramsite block, is increasing greatly year by year. Dehui City is adjacent to Changchun City and Jilin City, while the annual completed size in Changchun City is larger than several million square meters; moreover, with the national implementation of building energy efficiency standards and the further national enforcement of the policy of "Ban solid" wall material reform, the market space for block will have greater development.

Meanwhile, the project is also part of resource-based projects, so it not only will not be impacted by China's accession to the WTO, but also can enjoy a low tax and other policies after it to ring more business opportunities and drive for the enterprise, so whether domestic or international market, the product of this project have a significant market advantage.

1.1.3 Advantageous Conditions and Essentiality of Project Construction

(1) Policy conditions

For enterprises who have conditions to settle down, during construction, items charged by the province or Changchun City will be charged according to the lowest standard. All the administrative fees charged by Dehui City will be charged by half. After investment for three years, fees charged by the City will be charged according to lower limited standard and fees for enterprises in Dehui economic development zone and MiShazi sub-industrial zone will be charged by half and service fees will be charged according to lowest limit standard.

For production and processing enterprises and trade circulation enterprises set up buy investors, after the infrastructure construction supporting fee is fully collected and their projects are completed and entered into production, their infrastructure construction used for the project will be supported proportionally.

(2) Location advantage

Between Changchun City and Harbin, Dehui City is located in north-central Jilin Province and the central of Songliao Plain, who opposites Yushu City and Shulan City across Songhua River to the east, borders on Nong'an County to the west and links to Jiutai City and Changchun City to the south and adjacent to Fuyu City to the north.

(3) Resource advantages 

The main mineral resource in Dehui City is mineral clay, which can be found everywhere in Dehui City. Dehui City has a dinas reserve of 12 billion cubic meters and abundant carbon dioxide gas deposits about a proven reserve of 6.4 billion cubic meters with a purity of 99.9%. The surface area of ceramic rock in Yangshu town reaches to be 15 square kilometers with a deep of more than 40 meters, which can be mined for 400 years. Survey made by the second Geological Survey of Jilin Province shows that the mine area of shale in Yangshu Town which can be exploited is 0.6 square kilometer.

1.2 Content and Scale of Project Construction

1.2.1 Product Scheme and Scale

The project covers 500,000 square meters. the main construction content include: puffing and block making plant, former ores treatment plant, maturing block venue , raw material warehouse and other production engineering; boiler room, substation , water supply pumping stations and other public works as well as supporting auxiliary reservoir and fire reservoir. 1.2.2 Product scale

This project is a project for an annual output of 4 million cubic meters of shale ceramsite products. It aims to the annual output of 4 million cubic meters of shale ceramsite products, including 1.2 million cubic meters of shale pottery; 0.88 million cubic meters shale ceramsite and 2.4 million cubic meters of shale ceramic block.

1.3 Total Investment of the Project and Capital Raising

It is estimated that the total investment of the project is 1.003 billion Yuan, including construction investment of 822.46 million Yuan.

1.4 Financial Analysis and Social Evaluation

1.4.1 Main Financial Indexes

After the project is completed, the annual sales income will be 1.019 billion Yuan, profit of 222.889 million Yuan with a payback period of 4.5 years (after tax and include construction period of 1.5 years) and investment profit margin of 22%.

1.4.2 Social Evaluation

The development trend of national wall reform is to produce new wall materials which can serve energy and land, make use of waste, preserve warm and insulate heat. Replacing conventional solid clay is a need to improve the building function, improve the quality of housing construction and efficiency of construction and speed up the process of modernization for housing industry, but also an effective way to serve energy, protect land, efficiently using resources and comprehensively deal with environmental pollution. The work of wall material reform has been attached great importance by the State Council leaders and it is indeed a great cause good for the contemporary and the power future generations.

The project is not only in line with national industrial policy, but also can provide some jobs for the community to resolve the employment problem to some extent, so it has important social significance.

2.1 Basic Conditions

2.2 Overview

Dehui Economic Development Zone is one of the first batch of provincial-level economic development zones established with the approval of the government of Jilin Province in 1992, which has planned area 25km2, enjoys a series of preferential policies granted by the country, province and city as well as some provincial-level authority of economic management.

It has superior location and convenient and fast traffic. The Development Zone is situated in north central of Jilin Province, middle of Songliao Plain, and "triangular geometric center" of three major prefecture-level cities, including Changchun City, Harbin City and Jilin City. Four major traffic arteries, Beijing-Harbin Railway, 102 National Highway, Heilongjiang's Tongjiang-Hainan's Sanya Expressway and Harbin-Dalian High-speed Railway, cut across the zone. It is 89km from Changchun Airport and 173km from Harbin Airport. It has complete industrial categories and has formed scale.

Since its establishment, the Development Zone has obtained the support of preferential policies of the country, province and city as well as the kind attention of leaders at all levels, got significant achievements in economic development and construction management, played an important role in the economic development of Dehui City, and become the effective carrier for Dehui City to attract investment and conduct project construction as well as the important motive source for development. Through over a dozen years of construction, it has been developed into new-type industrial park with various categories from the agricultural area's economic development pattern of a coordinated process of production, processing and sales mainly based on the initial farm and animal products processing enterprises and integration of trading, industry and agriculture, and has constructed animals and birds processing industry that mainly butchers and processes chicken, beef and pig; food processing industry mainly based on the production of refining rice, instant noodles, cooked food, vegetable oil, sausage, kebab and white spirit; feed processing industry mainly based on production of bean pulp and mixed feed of animals and birds; medical chemistry industry mainly based on production of medical delivered drug, Chinese patent medicine, biological pharmacy and industrial furfuraldehyde; light industry packaging industry mainly based on color printing and packaging; machining industry mainly based on automobile accessories and precision casting and other pillar industrial framework.

In the coming period, Dehui Economic Development Zone will continuously focus on market orientation, optimization of primary industry, intensification of secondary industry, improvement of tertiary industry and promotion of industrial structure's optimization and upgrading, thus gradually forming characteristic industrial system that is mainly based on new-type industry and is supported by modern service industry, and struggling to construct the economic pattern in the new period. It will accelerate pushing forward the industrialization course, integrate advantageous resources, make reasonable planning and layout, concentrate on constructing food processing industry, biochemical engineering industry, environmental protection building materials industry, metallurgical manufacturing industry, biological pharmacy industry and modern packaging industry, promote industries to develop to form park and cluster-type, build up pillar industrial cluster, and achieve great performance in enclave economy and headquarters economy while properly controlling pillar industries.
