1 Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

Green vegetable refers to commodity vegetable with pesticide residue not exceeding the national standard, standard content of nitrate, “three wastes” and other harmful substances, pathogenic microorganism and other harmful microorganism, and avoids environmental pollution. Pollution-free green vegetables and wild vegetables are planted in order to meet people's continuous increasing demand for quantity of vegetables. With rapid economic development and increase of people's living standard, people have set up higher and higher requirements for vegetable quality. Pollution-free high quality, safe, nutrient, and normal juice green vegetables and wild vegetable are people's necessary choice. Therefore, it is imperative to construct green vegetables and wild vegetables greenhouse film production base, and develop green vegetables and wild vegetables greenhouse film industry.  

Green vegetables develop gradually from increase of non-staple food indispensable for people in everyday life to diet modernization, it is the important path for increasing people's living quality, its enormous social benefits cannot be estimated. Green vegetable is the highest form of pollution-free vegetable, its production technology has common and different points compared with ordinary vegetable's production technology. The common point is manufacturing good cultivation environment according to the biological features of vegetable and enabling it to have abundant harvest and high quality. The product quality emphasized in ordinary vegetables mainly refer to commodity quality, that is, appearance quality and eating quality (character and taste), and green vegetable production, in addition to high requirements for commodity quality, the product's internal quality must be increased, that is, no pollution and rich nutrition. As a result, the requirement for the quality of green vegetable is higher and stricter than that of ordinary vegetable.

Dougan Line Greenhouse Film Vegetable Park is divided into 12 small parks, which covers an area of 1,100 mu and building area 373,222m2, and constructing 561 sunlight greenhouses. With the financial support of the government, the park realized “five accesses”, that is, accesses to water (1 motor-pumped well for 30 buildings), electricity, cement road, telephone and network. All sunlight heat storage greenhouses exist in the park, and sunlight heat storage greenhouse is greenhouse vegetable production new technology totally taking solar energy, shallow layer geothermal energy and bioenergy as main energy, even in the winter at -30C°, normal production can be realized without heating, greatly reducing the production cost. It is possible to produce every year. The methane tank is established in the greenhouse. The park has professional technical service team in charge of technical guidance of greenhouse film vegetables production. Special agricultural product detection department is arranged to guarantee vegetable quality and safety.

1.1.2 Market Prospects

Development of greenhouse film vegetables has broad market space. The market vegetable demand of Tonghua City has been very big for many years. It is 19km from Tonghua County to Tonghua City, downtown of Tonghua City has a population of 450,000, plus 50,000 people in urban areas of Tonghua County, the total population is 500,000. According to 450kg of national vegetable occupation per capital, daily occupation per capita is 1.23kg, then daily vegetable demand is 615t, and annual total demand is 221,400t. 240 days from October of every year to May of the next year need vegetable supply 147,600t, and 6000 mu of greenhouse film can generate dishes at most 36,000t in this period, and there is still a gap of 111,600t. In particular, from November to April of the next year, only less than 1,000 mu of sunlight greenhouse can produce vegetables at most 10,000t, the gap is very big, this is also the main reason for us to propose to build sunlight greenhouses as many as possible in 10,000 mu greenhouse film economic construction project in Tonghua City. According to measurement and calculation of experts, Our county has had greenhouse film vegetable area 15,000 mu, and poor product market will not appear. At present, however, except summer, about 80% of vegetable consumption is from Shouguang of Shandong, causing far transport distance, high cost and quality cannot be ensured, this proves that, development of greenhouse film vegetable industry has broad market space in Tonghua.

Development of greenhouse film vegetable production has broad market space in Tonghua County. According to sunlight greenhouse three-crop/year vegetable production and cultivation technology, realize to be earlier in spring and later in autumn, and produce green-leave vegetables in winter. Annual output per mu is 30,000kg, RMB 2/kg on average, and production value per mu is RMB 60,000. Vegetable production cost accounts for 25% of the production value, totaling RMB 15,000, and pure income is RMB 45,000. Therefore, development of this project has huge potential.

1.1.3 Technical Analysis

All sunlight heat storage greenhouses exist in the park, and sunlight heat storage greenhouse is greenhouse vegetable production new technology totally taking solar energy, shallow layer geothermal energy and bioenergy as main energy, even in the winter at -30C°, normal production can be realized without heating, greatly reducing the production cost. It is the most critical link of green vegetable production to control plant diseases and insect pests with comprehensive prevention and treatment technology. Considering production technology, in addition to conventional cultivation technology, pollution-free control standard should also be observed in the aspects of sowing, fertilizer application, watering, pesticide spraying, harvesting and processing. For example, the applied pesticide must be in conformity with special requirements for green vegetable; the application of fertilizer growth regulator must be limited to neither cause unfavorable consequences to environment and crop quality, nor enable the poisonous substance residue of crop product accumulated to the level impacting human body; the applied varieties should be possibly adapt to local or particular cultivation method, and have strong resistance against plant diseases and insect pests. Therefore, continuous technical improvement of cultivation should be implemented to meet the production requirements of green vegetable. Technical improvement should ensure vegetable output and commodity quality, and must prevent product against pollution. It is often difficult in selection and mastering of technology. Without using pesticide, some vegetable plant diseases and insect pests cannot be controlled, resulting in serious output reduction; using excessive pesticides will lead to product pollution as well; reduction of fertilizer will cause output reduction; excessive application of nitrogenous fertilizer will obviously increase the nitrate content in vegetable product and harm the health of human body. These conflicts can be overcame from two aspects: first, master strict pesticide and fertilizer application standard, realize not to obviously reduce output but effectively prevent pollution; second, use “substitute technology”, for example, use biological pesticide to replace chemical pesticide, use comprehensive prevention and treatment method mainly based on biological prevention and treatment to replace pure chemical prevention and treatment method. The key is the application of new technology for both mastering application standard and taking substitute technology.

1.1.4 Advantageous Conditions of Project Construction

(1) Conforming to policy orientation and regional planning. Development of greenhouse film vegetable is emphasized of all circles. At present, the province issued the implementation opinions on developing 1 million mu of greenhouse film, and arranged big limit of investment. Tonghua is the important node of provincial planning; County Committee and County Government take “rice bag” and “vegetable basket” as the key measures for improving the people's livelihood and stabilizing prices. Many towns and villages have carried out government leader work goal responsibility system. Some towns and villages have developed some greenhouse film vegetable demonstration parks, which are carefully implementing the supporting policy and credit policy, and attracting peasants to develop greenhouse film vegetable industry in the form of “nesting to attract phoenix”. Because of the great attention of leaders at all levels, practically enhancing work level can provide powerful organization assurance for accelerating the development of greenhouse film vegetable industry. With the financial support of the government, the park realized “five accesses”, that is, accesses to water (1 motor-pumped well for 30 buildings), electricity, cement road, telephone and network.

(2) Obvious resource advantages for developing greenhouse film vegetable. Our county has cultivation area 430,000 mu, and sufficient land resources for developing greenhouse film vegetable. Perennial sunlight period in Our county is 2,350-2,400h. If project and technical measures are taken, the impact of cold climate in winter can be completely overcome and transformed to the advantageous condition for developing greenhouse film vegetable industry. Our county is rich in “two surplus”. In the aspect of labor force, total number of countryside labor force is 94,000 persons, if each labor can operate 2.5 hectares of land, 45,800 persons of labor force will be enough; decreasing the transferred 32,000 people, there are still labor force 18,000 persons. According to the surplus labor time, the time schedule in most of rural areas is “two months for Spring Festival, three months for planting field, and seven months for idling”, so the surplus labor time accounts for 2/3.

(3) Superior geographic location for developing greenhouse film vegetable. Our county is located in the southeast of Jilin Province, which has Tonghua-Shenyang Expressway, Tonghua-Dandong Expressway, Tonghua-Guanshui Railway, Tonghua-Meihekou first-class highway, only 19km from Tonghua City, also belonging to the direct channel from Jilin Province to land sea exit of Changbai Mountain area. Special geographic and traffic advantages enable the county to sell vegetables to Heilongjiang, Inner Mongolia and other provinces and districts, Russia, Mongolia, North Korea, Japan and South Korea, and have conditions to establish the important vegetable collection and distribution center in the south of Changbai Mountain. Some vegetable varieties in some southern provinces are often in their off season of production, this period has very big demand for off-season vegetables. Our county can create the opportunity of selling the northern vegetables to the south, and further expand the market space for developing greenhouse film vegetable.

(4) Solid technical power for developing greenhouse film vegetable. Tonghua City has Tonghua Gardening Institute, City Specialty General Station, Tonghua County Specialty Service Center and other vegetable technical service units, and a batch of scientific research and popularization personnel with rich experience in vegetable production. In vegetable planting team with team members of nearly 10,000, over 60% of vegetable peasants can master the cultivation technology of greenhouse film vegetable. Such technical force can provide talent resources and technical support for developing vegetable planting team in Tonghua County.

(5) Greenhouse film economy has had certain industrial foundation. Dougan Line Greenhouse Film Vegetable Park is located in Tonghua County Juxin Economic Development Zone and Kuaidamao Town, including Duling and Ganma River Villages, 8km from the park, and the geographic location is very superior. The cultivation area is 6,171 mu, mainly based on alluvial soil, and Ganma River runs through the border. The effective accumulated temperature is 2,500℃, resulting in good illumination conditions. The park is mainly planted with melon and fruit, vegetables, Chinese herbal medicine and other crops, having huge potential for developing greenhouse film vegetable.    

1.2 Content and Scale of Project Construction

1.2.1 Product Scheme and Scale

Main planting vegetable varieties are: mushroom, tomato, cucumber, celery and wild vegetables. The estimated output can reach 200 million kg.

1.4.2 Analysis of Social Benefits

Significant social benefit for developing green vegetable is to ensure the health of consumers. Human development is originally combined with the nature. With social progress, population increase and industrial development, the environment was polluted, water resources, soil and even plants and animals were polluted, causing the content of harmful substances in the food to exceed the limit that human body can endure, and becoming non-“green food”. With continuous social progress, and when social economy develops to certain stage, we should recover it again for the safety of human and healthy multiplying of our descendants, enable our daily foods (including indispensable vegetables every day) to be recovered again, make them not harm chemical substance, basically reaching pollution-free quality standard. Therefore, developing green vegetable is setting things right. Increasing people's living quality is the second strategic goal.
