Interpretation by Jilin Province Economic and Technological Cooperation Bureau on "Views on Highlighting the Development of Private Economy" (1)

To fully implement the spirit of highlighting the development of private economy in the province and the "Views on Highlighting the Development of Private Economy" by the provincial Party committee and government and give full play to the role of business and investment solicitation in promoting a sustainable and healthy development of the province's economy, the following suggestions now are proposed on the implementation of business and investment solicitation:

1. General Idea

Promote the great and rapid development of private economy taking the scientific development concept as a general guide, expanding the overall economy, improving quality, optimizing structure, increasing efficiency and enriching the province and the people as the main line, project construction as the core, speeding up industrial agglomeration as the objective and development zones (including industrial cluster areas) as the carrier.

2. Work Objective

(1) The province's actually-used foreign capital will double to USD 11.698 billion by 2017, with an average annual growth rate of 15%; actually-used external capital will quadruple to RMB 1.169464 trillion, with an average annual growth rate of 32%.

(2) The province will introduce the world's top 500 companies and well-known multinational companies, enterprises directly under the central government and China-based private enterprises of 75, 80 and 90 by 2017. The number of private enterprises to be introduced will grow more than 100% over 2012.  

3. Main Task

(1) Solicit business and investments based on key industries and industrial clusters. Introduce into and grasp major projects based on pillar, competitive and characteristic industries such as automobiles and auto parts, petrochemicals, agro-processing, equipment manufacturing, pharmaceutical, metallurgy, building materials, culture, tourism, special resources (ginseng, diatomaceous earth and mineral water) and modern services, foster a number of leading industrial enterprises, form industrial chains and clusters, develop the province's key industries to be bigger and stronger, enhance the development level of competitive industries and drive characteristic industries to accelerate development.

(2) Solicit business and investments based on key development zones and special functional areas. Start from industrial planning, industrial layout, industrial extension, industrial supporting and other aspects, increase business and investment solicitation for national development zones, province-level development zones and industrial concentration areas and strive to sign contracts for and settle down about 500 projects with a respective investment of above RMB 100 million annually. Mainly promote business and investment solicitation for Hunchun International Cooperation Demonstration Zone, Changchun Xinglong Comprehensive Bonded Zone and Sino-Singapore Jilin Food Area. Well grasp business and investment solicitation for Haoyue Halal Industrial Park, Airport Development Zone of Changchun, Changchun Northeast (Changde New Area) Opening Up and Development Pilot Area and other new-type development zones.

(3) Solicit business and investments based on large groups and important strategic investors. Continue to organize and implement "the project to introduce into 100 strategic investors". Take the world's top 500 companies from Europe and the United States, Japan and South Korea, Southeast Asia and other countries and regions, companies directly under the central government and China's top 500 private companies as key target customers to be studied and introduced and strive to introduce into a number of strategic investors each year through screening and reserving, negotiation and tracking, research with small teams, the linkage of the provincial, city and development-zone levels and other measures.

(4) Solicit business and investments based on key strategic emerging industries. First, solicit business and investments for new-energy vehicles. Carry out a special study mainly based on advanced Germany-, France-, Japan- and the United States-style automotive manufacturers and solicit business and investments from target companies with intent of cooperation. Focus on promoting the serial, industrialized and professional business and investment solicitation for projects such as Changchun electric vehicles, Jilin new-energy vehicles and Liaoyuan car lithium batteries. Second, make use of the province's leading status in the flexible processing technology and special-purpose materials manufacturing technology nationwide and well grasp business and investment solicitation for composite materials such as carbon fiber, metal materials and polymeric materials. Third, well grasp business and investment solicitation for photoelectron, PLED, software and other new technologies and electronic information. Fourth, solicit business and investments for modern traditional Chinese medicines and biological drugs such as paclitaxel making use of the natural medicine storeroom of Changbai Mountain. Fifth, well grasp business and investment solicitation for modern logistics, financial business, insurance, information and other modern services.  

(5) Solicit business and investments based on the transformation of key scientific and technological achievements. First, strengthen the collection of scientific and technological achievements, establish a business and investment solicitation database for scientific and technological achievements and make an overall planning and promotion. Second, insist on the principle of giving priority to the development of scientific and technological achievements in the province and accelerate the transformation of scientific and technological achievements through the scientific and technological achievement transformation platforms at universities and colleges and research institutes built by all levels and kinds of development zones and industrial parks. Third, well organize each matchmaking activity and do a good job in the tracking service. Fourth, focus on promoting the construction of the cluster zone for scientific and technological innovation industries at Jilin University.

(6) Solicit business and investments based on Changchun-Jilin-Tumen Development and Opening-up Pilot Area. "Changchun-Jilin-Tumen" strategy, as the country's first border area development and opening-up strategy, has become a banner and an important growth pole for the province's opening up. First, further highlight promotion and business and investment solicitation for Changchun-Jilin-Tumen Development and Opening-up Pilot Area in the future business and investment solicitation activities and serve the area for increasing the total economic output. Second, speed up business and investment solicitation for external channel projects. Introduce into large group sand important strategic investors to participate in the construction of ports, railways, highways and routes to Russia and North Korea and other major projects. Third, promote business and investment solicitation for major projects such as Sino-North Korea Rason Economic and Trade Zone, building materials industrial park and agriculture. Fourth, seize the favorable opportunity that the country is developing an overall plan for border opening up and continue to do a good job in tracking and implementing the work to set up national border economic cooperation zones in Helong and other cities and counties.

4. Work Measures

(1) Strengthen the organization and leadership. Major leaders of all levels of economic and technological cooperation departments should personally study the work of business and investment solicitation, decompose and implement each task well in accordance with the province's annual target responsibility system requirement for business and investment solicitation and implement each project, activity and link to an appointed person. Strengthen the overall co-ordination and guidance of business and investment solicitation, hold scheduling meetings on a regular basis, analyze and inform the situation and coordinate and solve problems in the work in a timely manner.

(2) Make innovation in ideas, ways and methods. First, further emancipate the mind, change ideas, mobilize all resources, open up markets, look for relationship, dig clues, grasp customers and introduce into projects by seizing the opportunity that the province conducts a big discussion on "emancipating the mind, reform and innovation, environmental management, optimizing services and highlighting the development of private economy". Second, solicit business and investments with business relying on chambers of commerce. Solicit business and investments based on well-known foreign chambers of commerce, well-known domestic chambers of commerce and external chambers of commerce stationed in the province. Third, adhere to "going international" and "introducing into". In "going international", focus on doing a good job in economic and trade exchanges with Europe, the United States, Japan and South Korea, Southeast Asia, Hong Kong, Taiwan, Pearl River Delta, Yangtze River Delta, the Bohai Sea Area and other countries and regions, make meticulous planning and pragmatic matchmaking and promote a number of major projects to make a progress. In "introducing into", attract strategic investors to invest, inspect and negotiate projects in the province through holding a series of activities such as China Private Economic Development (Changbai Mountain) Forum and "Going into Jilin" by companies directly under the central government and the world's top 500 companies. Fourth, give full play to the platform and carrier role of business and investment solicitation. Further improve the construction of national development zones, special function areas and other opening-up platforms, strengthen the policy support, form industrial characteristics and play a leading and demonstration role. Speed ​​up the construction of development zone incubation, innovation, financing and service platforms. Pay close attention to the introduction of "Opinions on Further Standardize the Management Work of Development Zones" and manage development zones in a scientific and standardized manner. Promote the innovation in systems and mechanisms of development zones in accordance with "small government and big service" and the streamlined, unified and effective principle to form a "low-lying land" effect for business and investment solicitation. Fifth, vigorously explore online, entrusted, directed and foreign business and investment solicitation and other new ways and methods.  

(3) Increase the governance of soft environment. Promote the parallel examination and approval system and further expand the range of administrative examination and approval "through train" to improve efficiency. Authorize some cities (prefectures), counties (cities and districts) and national development zones to expand the examination and approval authority pilots, further simplify the examination and approval link, shorten the examination and approval time limit and optimize the examination and approval process. Provide agency services for major examination and approval projects according to the needs of investors. Establish soft environment monitoring and evaluation stations and "key-contact", "often-visited", "full-service" and "timely-investigation" safeguard mechanisms, coordinate and solve complaints by foreign-invested enterprises and strengthen services for foreign investors.

(4) Increase evaluation and assessment. Establish a scientific evaluation and assessment system through assessing the size, growth rate, compliance rate and paid-in rate of introduced capital and other indices and evaluate the business and investment solicitation work of each city (prefecture) in an objective and impartial manner. Commend and award local economic and technological bureaus, relevant departments directly under the central and provincial governments, staffs participating in business and investment solicitation, large projects and chambers of commerce yielding prominent results based on the annual implementation situation. Amply reward advanced units and individuals making outstanding contributions to introducing into the world's top 500 companies, China's top 500 companies (including companies directly under the central government) and China's top 500 private companies.
