Support healthy development of enterprises——Interpretation of policies supporting development of private sector and small and medium-sized enterprises (SMEs)

For some time, the commerce department has rolled out a series of policies to support the development of the private sector and SMEs. Recently, Meng Qingyu, deputy director of the Provincial Department of Commerce, made an interpretation of relevant policies.

In terms of boosting the development of SMEs of commodity circulation, the first is to promote the transformation and upgrade of offline retailers. Accelerate the upgrade of traditional retailers to scenario-based, experiential, interactive and comprehensive consumption sites, transform traditional department stores with operating difficulties into commercial complexes, consumption experience centers, fitness and leisure entertainment centers and other new-type comprehensive consumption carriers with multiple functions, and provide support to the adjustment of urban planning, the supporting of public infrastructures, as well as the land guarantee for expansion projects. The second is to support the development of chain convenience stores in the area of simplifying permit and business license procedures, reducing approval items and optimizing operation permit conditions of convenience stores. Local governments are encouraged to carry out reform measures of streamlining the government, delegating power, and improving government services for eligible chain businesses. The third is to support the development of e-commerce enterprises. E-commerce and logistics enterprises that undertake the task of ensuring the supply of important materials for epidemic prevention and control shall be given appropriate preference. 
 
In terms of boosting the consumption of trading enterprises, the first is to encourage trading enterprises to provide high-quality goods supplies. Build trading sites, sales counters and zones for imported goods with the support of key enterprises. Promote international procurement of imported consumer goods, support large retailers to operate as agents for foreign brands, and set up sales zones for imported goods. Expand the scope of pilot cities for cross-border e-commerce retail imports, support Hunchun city to apply for a national-level comprehensive pilot zone of cross-border e-commerce, and support Changchun city and Jilin city to carry out cross-border e-commerce retail import business. The second is to support and accelerate the development of the nighttime economy. Provide financial support for the construction, transformation and upgrade of eligible nighttime economic carriers such as streets and business districts with local characteristics. Appropriate subsidies shall be given to nighttime economic carriers for additional costs of extended operation hours. The third is to support the development of automobile sales enterprises, promoting vehicle imports for the backflow of overseas consumption. 
 
In terms of boosting the development of foreign trade and foreign-funded enterprises, the first is to provide financial support. Guide financial institutions to optimize and simplify the loan process according to the law and to give priority credit support to foreign trade enterprises involved in epidemic prevention and control, reducing their comprehensive financing costs. Enterprises with difficulty in repaying their loans due to the serious impact of the epidemic may extend the loan term or renew the loan, reasonably extending the repayment period. Promote the matching of supply and demand between banks and enterprises, and establish financing service platforms for foreign trade jointly with financial institutions. The second is to give full play to the role of export credit insurance, helping enterprises cope with risks of foreign exchanges. Open up a green channel for claims services and appropriately relax claims conditions in the real case of trade. For foreign trade enterprises that import anti-epidemic materials during the epidemic period, the insurance premium of import prepayment insurance shall be fully subsidized. The third is to carry out foreign trade legal services, providing consulting services for the default and dispute of enterprises’ stock orders during the epidemic period via multiple channels and forms. The fourth is to support the development of international markets. National and provincial special funds shall give priority to enterprises with scale and growth to support their international standard certification, international logistics, loan discount and establishment of overseas projects integrating sales, distribution and service. Strengthen the building of international logistics channels, and encourage the Changchun-Manzhouli-Europe freight train to increase service trips. The fifth is to develop new business forms and modes, improving the proportion of cooperation costs between enterprises and well-known cross-border e-commerce platforms and service providers. The sixth is to promote customs facilitation. Guide enterprises to apply for paperless import and export licenses and certifications. Support the construction of supporting facilities for the "one-stop" customs clearance operation system at border ports, comprehensively implement the reform of integrating multiple certificates into one, and carry out convenient customs clearance modes such as two-step declaration, advance declaration and collection of taxes. Promote the reduction of operating service charges in customs declaration, freight forwarding, logistics, warehousing and other links, cutting the cost of port clearance.
