Against the backdrop of the Belt and Road initiative construction, and based on the new round of Revitalization Strategy for the northeast old industrial base, Jilin province takes the initiative to adapt itself to the new normal of China’s economic development, giving full play to its advantages, stepping up the measures, and accelerating the development. First, Jilin benefits from the national favorable policy designated for the rejuvenation of Northeast China. Besides, it is not only a key production base of commodity grain in the country, but also enjoys a geographical advantage as a coastal and border province. The province possesses advantages in science and education, talents, and culture as well. Great promotion efforts have been made by Jilin province concerning the following aspects, including transformation of system and mechanism, optimizing and upgrading of industrial structure, agricultural modernization and new urbanization, integration of the Changjitu strategy into the Belt and Road initiative Construction, construction of ecological civilization, protection and utilization of ecological environment, building of a province featuring strong higher education, talent cultivation, cultural development, and law-based governance, innovation of society management, and elimination of potential risks. Jilin province has been working on speeding up innovative, coordinated, green, open and shared development. Amid the country’s strategy of revitalizing Northeast China, Jilin is currently focusing on promoting transformation of system and mechanism, optimizing and upgrading of industrial structure, and accelerating innovation and development. Projects concerning automobile industry, petrochemical engineering and agricultural products processing, or the so-called three pillar industries, are being carried out in Jilin province in an effort to regain the industrial competitiveness. Four advantageous industries are expected to be forged into pillar industries, including medicine and health, equipment manufacturing, construction and tourism. As a guarantee for sustainable development capacity, cultivation projects involving strategic emerging industries are underway. Traditional industries are going through transformation, which is hopefully to improve the market competitiveness of metallurgical products, building materials and light textile products. Projects aimed at upgrading the service sector is mainly concerned with improvement of quality and quantity.
