Changchun New Area

This new area is close to the main urban area of Changchun City and the main part is located in the northeast of Changchun. It is an important part of the Chang-Ji-Tu Development and Opening-up Pilot Area, including Chaoyang District, Kuancheng District, Erdao District and Jiutai District in Changchun City, covering Changchun High-tech Industrial Development Zone with a planned area of 499 square kilometers.

Strategy Positioning

Innovative Economy Development Demonstration Area. Build an important technology innovation center in the Northeast, cultivate a technical innovation cluster that integrates technology research and development, achievement transformation and production, and strive to improve regional innovation capacity, to drive economy transformation and upgrade through innovation development.

A new round of important engine for revitalizing the northeast China. Focus on implementing the collaboration of "Internet +" and manufacturing to drive the manufacturing industry transform and upgrade. Vigorously develop the integration of emerging industry and a new generation of information network technology to expand modern services industry. Build up the economy growth pole of the Harbin-Changchun megalopolis, promote a stable and healthy economy development of Jilin Province, and drive the overall revitalization of the old industry bases in the northeast China.

Important platform for Tumen River regional cooperation and development. Build an important platform for regional cooperation and development of the Tumen River, enhance the support capacity of inland hinterland, promote the integrated development of Chang-Ji-Tu, strengthen economy and trade cooperation with Northeast Asian countries, and deepen all-round cooperation with the Russian Far East.

System and mechanism reform pilot area. Push the reform of the administrative management and approval system, speed up the reform of public services such as the household registration system, land transfer, medicare and pension, explore the development and construction management mode and the reform of the foreign-related economy system, and actively promote the reform of the investment and financing system, to provide experience and demonstration of deepening reform and expanding opening-up to the whole province.

Overall Distribution

According to the carrying capacity, practical basis and development potential of resource environment in the new area, set up a development pattern of "two axes, three centers and four bases" which is based on the strategy positioning and industry distribution.

Development Status

Since the establishment of Changchun New Area, it has focused on the important mission of promoting the China’s Belt and Road Initiative, the new round of revitalization and development of the Northeast, and the Chang-Ji-Tu strategy implementation. In accordance with the overall requirements of "taking the lead" and the work plan at the beginning of the year, highlighted the project site, emphasized the financial support for business promotion and project construction, promoted economy society development, and basically achieved the goal of "two years to scale". In 2017, the gross regional product reached 87.2 billion yuan with a year-on-year growth rate of 9.5%, the industrial output value above designated size reached 78.76 billion yuan with a year-on-year growth rate of 12.2%, the fixed-asset investment reached 125 billion yuan with a year-on-year growth rate of All kinds of market entities increased to 29,703 households with a year-on-year growth rate of 41.5%, supplied land area reached 283 hectares throughout the year with a transaction price of 9.5 billion yuan, which accounted for 45.4% of the whole city.

Open Platform

The construction of "two ports" in Changchun New Area has been steadily promoted. The International Airport relies on Longjia International Airport constructing an international "Grand Customs Clearance" system and creating passenger and cargo routes in Russia, Northern Europe, etc., in order to build a regional gateway hub airport in Northeast Asia. The International Land Port relies on the comprehensive cargo railway network completing the first-phased infrastructure construction. The Changchun-Manzhouli-Europe railway line has been officially opened and would become an important hub node on north line railway of the China’s Belt and Road Initiative and highway multimodal transport. The new area is building Longxiang International Business District, Airport International Business District, Logistics Center Business District and Changde Business District, to accelerate the upgrade of the agglomeration function and modernization level, and further strengthen the international service function. The new area has gradually formed "six centers" including Technology Innovation Center, International Financial Center, International Exchange and Cooperation Center, International Logistics Distribution Center, Data Information Center, Inspection and Testing Certification Center. Actively built a high-end core functional area with regional support and service capacities in Northeast Asia with a goal of transforming Changchun City into a regional central city in Northeast Asia, to become a productive service center which bases in Jilin, services the Northeast and extend to the Northeast Asia. The new area cultivates "ten industrial parks", including High-end Equipment Manufacturing Industrial Park, Aerospace Information Industrial Park, Big Data Industrial Park, New Energy Vehicles Industrial Park, Yatai Pharmaceutical Industrial Park, Asia Pacific Agricultural and Food Safety Industrial Park, Airport Industrial Park, Green Health Industrial Park, International Education and Information Industrial Park and General Aviation Industrial Park, to promote enterprises to further reduce costs, achieve large-scale production, and extend industrial chain.

Innovation System

Changchun New Area has been identified as the second batch of national "mass entrepreneurship and innovation" demonstration bases. Changchun Beihu Science Park has been identified as the "National Science and Technology Business Incubator". The optoelectronic platform in technology innovation center has been appraised as the "National Incubator Chain Construction Demonstration Unit", and technical innovation service platform has become the only "Internet + technology management" collaborative innovation cloud platform in the province. The new area is the first to launch the "innovation voucher" system in the whole province, the "Returnees Entrepreneurship Union-Changchun Entrepreneurship Center" and "Jilin-Hong Kong-Macao “Innovation and Entrepreneurship Service Platform" are settled in the new area, the Ministry of Public Security will add Changchun New Area to the scope of optimization and expansion of Exit-Entry Policies.

Reform Measure

In accordance with the idea of "small government and big service" and the combination of implementation of municipal administrative authority, Changchun optimizes and adjusted the management system, comprehensively promotes the " One Stop, One Network" comprehensive reform of government service, implements parallel approval and section approval for construction project permit to reduce the time from at least 32 working days after obtaining the green permit to 3 working days. Convene an entrepreneur symposium every quarter, comprehensively carry out the activity of "visits to one hundred enterprises", select cadres at or above the deputy level to guarantee enterprises, and improve the service level of "soft environment". The new area started "one stop" reform first in the whole province, which effectively promoted the overall level of soft environment construction. The first batch of "one stop" online events have been announced with a total of 391 items. Actively adapt to the new situation of national financing policy and implement PPP financing mode. Four PPP projects, including Northeast Asia International Logistics Port, Airport Comprehensive Management Gallery and municipal road network, have all entered the construction stage. Complete the establishment of industrial investment guidance funds and seven sub funds have reached cooperation intention.

Hunchun International Cooperation Demonstration Area

The international cooperation demonstration area of China's Tumen River region (Hunchun) covers an area of about 90 square kilometers, where China, North Korea and Russia are connected by land, and China, North Korea, Russia, South Korea and Japan are connected by ocean. The demonstration area fully takes the advantages of ecology, resources, location and policies, strives to build four bases of import resources transformation, export products processing, international trade logistics, tourism, leisure and health preservation, cultivates eight billion-level industry clusters of energy and mineral, cycle economy, seafood products, wood products, textile and garments, trade logistics, tourism and culture and modern services, and speeds up the construction of ten industrial parks-coal chemical, new materials, seafood, wood, textile and garments, new building materials, Wenzhou industry, aviation, health and international logistics. Built this demonstration area into a transportation hub city in the Tumen River region, an important economic growth pole in the Northeast, and a bridgehead for regional cooperative development of the Tumen River.

Changchun Xinglong Comprehensive Bonded Zone

Approved by the State Council on December 16, 2011, it has become the 19th Comprehensive Bonded Zone in China and the only comprehensive bonded zone in Jilin Province. At present, it is a special customs supervision area with the highest level of opening-up, the most preferential policies and the most complete functions in Jilin Province. It is a major core project of implementing the " Chang-Ji-Tu " strategy and a key node of Chang-Ji integration strategy.

The comprehensive bonded zone has formed three ports (railway port, meat port, ice fresh aquatic product port), four channels (aviation channel, railway transportation channel, sea-rail intermodal transportation channel, cross-border road channel), five platforms (inland port platform, cross-border e-commerce integrated service platform, cold chain logistics platform, import and export commodity exhibition and trading platform, processing and trading platform). Strive to build a commanding point for the province's new highland of opening up to the outside world.

The cross-border e-commerce business develops steadily. Changchun Xinglong Comprehensive Bonded Zone has completed the first cross-border e-commerce bonded goods preparation and import business in three northeastern provinces, finished national unified version system deployment of cross-border e-commerce import, and realized the docking with Jilin province's "single window" of international trade. Changchun International Express Supervision Center passed the acceptance of special customs supervision site at the end of August, 2017 and the site will be put into use.

The comprehensive bonded zone strategy positioning. Enhance the export-oriented degree of economy, create a new window for Jilin to open to the outside world, build a new engine for the optimization and upgrade of regional industry based on the national strategy, build a new platform for international trade and economic technology cooperation and extend to Northeast Asia. In terms of industry, a "2 + 2" industry system with prosperous characteristics has been formed with the service trade and processing trade as the main industries, which includes modern logistics, bonded exhibition and international trade, high-end manufacturing and featured products processing. Focus on the development of robots, new materials, cross-border e-commerce, biomedicine, new energy vehicles five emerging industries beyond the system.

The comprehensive bonded zone future plan. The Comprehensive Bonded Industrial Zone, Industrial Service Cluster Zone, Exhibition and Trade Development Zone and International Life Leading Zone are planned around the Changchun Xinglong Comprehensive Bonded Zone. Explore the joint development of free trade zone function with international land port, virtual airport and smart highway port, build a port development pattern of "international land port + smart highway port + virtual airport + comprehensive bonded area + multimodal transport customs supervision center", build a regional trade clearance platform with the highest efficiency, the most preferential policy and the best service. Realize trade facilitation and investment liberalization, financial internationalization, high-end industry and innovative governance. Form a comprehensive, wide-ranging and multi-level opening-up pattern of port industry integration, internal and external integration of purse seine, industry and city integration. Promote the organic integration of industrial services, exhibition business, leisure experience, cultural business and other functions, and build a "China Changchun · Opening-up Development Core Cluster", which extends to Chang-Ji-Tu and connects Northeast Asia.

Sino-Singapore Jilin Food Zone

The Sino-Singapore Jilin Food Zone (SSJFZ), located at Jilin city, Jilin province, covering an area of 226 sq km, is a major strategic collaborative project in agriculture and agricultural products (food) safety between China and Singapore. SSJFZ , a critical part of the Changchun-Jilin-Tumen River development and opening up program, serves as a platform to strengthen Jilin province’s opening up to the outside world, facilitate long-term integration of the province into the Belt and Road Initiative, and hasten the pace at which agriculture goes global. It is among China’s first pilot zones for cooperation with and opening to the outside world in the field of agriculture. It is a state-level demonstration zone for quality and safety of exported food and agricultural products. SSJFZ also performs the following functions: an overseas Chinese innovation and entrepreneurship cluster, a base accredited by Singapore’s Agri-Food& Veterinary Authority for importing overseas green agricultural products, a national pilot demonstration area of modern agriculture, one of the Jilin’s first modern agricultural industrial parks, a special food base promoting military-civilian integration, and a major innovation and entrepreneurship base of Jilin city. Besides, it is currently applying to be approved as China's first international cooperation zone for agricultural products (food) safety.

Tonghua International Inland Port Area

Tonghua international inland port area, as the largest comprehensive logistics park in the east of Northeast China, serves as the core platform of Tonghua city's opening to the outside world, the cluster district of modern service industry, and the new channel, platform and window of Jilin province's opening to the south. The 79.65 square kilometers of planned area is expected to be built into an open cooperation zone integrating bonded processing, modern logistics, industrial cooperation and scientific and technological innovation, consisting of a comprehensive logistics park, a bonded logistics center, a central station of railway containers, and a highway logistics port. Through all-round connection with Dandong port, Tonghua international inland port area is poised to be linked to other international inland ports in major cities along the southeast coast of China, Hong Kong, Macao and Taiwan regions, and Southeast Asian countries. The development prospect of the area is promising in that Tonghua's pharmaceutical industry, metallurgical building materials industry and healthy food industry will provide large quantities of local freight for the port area to transport, and at the same time goods from the surrounding areas will be attracted here. It is estimated that the throughput will reach 10 million tons in 2020, 50 million tons in 2030 and 100 million tons in 2050.

Yan-Long-Tu New Area

Located in the junction area of Yanji, Longjing and Tumen, Yan-Long-Tu New Area

has a planned area of 265 square kilometers, of which a start-up area accounts for 100 square kilometers and the rest 165 square kilometers is the expansion area. Land for construction is 43 square kilometers. With green development as the theme, cultural tourism as the leading factor and modern service industry as the support, the new area focuses on a development pattern featuring "two mountains, two rivers, three wings and five parks", aimed at boosting common development of the three cities. Efforts are being made to build the area into a new booster for economic integration, a new highland for green transformation in the province, a new platform for Changchun-Jilin-Tumen River development and opening up, and a new landmark for cultural tourism development in Northeast Asia.

Platforms for Development and Opening Up

Northeast Asia Expo

China-Northeast Asia Expo is an international comprehensive Expo approved by the State Council, co-sponsored by the Ministry of Commerce, the National Development and Reform Commission, China Council for the Promotion of International Trade and Jilin provincial government. The Expo is open to the world but with most participants from the six countries in the Northeast Asia region. Held for 11 times so far, China-Northeast Asia Expo has contributed a lot to enhancing communication and exchanges between Northeast Asian countries and promoting regional stability, development and win-win cooperation. It functions as a platform which helps to strengthen BRI cooperation between Northeast Asian countries as well as other countries and regions in the world, carry out docking of development strategies, promote cross-border infrastructure interconnection, push forward trade and investment liberalization and facilitation, and accelerate market, capital and technology flow. The Expo has made positive contributions to the construction of an open regional economy and the Northeast Asian economic circle.

The 12th China-Northeast Asia Expo, based on the latest scientific and technological achievements and applications in the digital era, is scheduled to be held in Changchun, Jilin province, in August, 2019, whose theme emphasizes enhancing mutual trust and cooperation to create beautiful prospects for the region.

The expo will cover an area of 75,000 square meters and feature six exhibition areas, including pavilions for Jilin province, for countries from Northeast Asia, for imported commodities, for the 5G Era, for Northeast China revitalization, and for the healthcare and pension industries. A total of 3,200 international standard booths will be set up to showcase goods trade, service trade, industrial status, investment, tourism and special products concerning Northeast Asia region and BRI countries. Enterprises from various countries and regions are invited to participate in the exhibition and negotiate transactions. In addition to exhibitions, a series of forums, meetings, and other activities will be held during the Expo, including the 10th Northeast Asia Cooperation High-level Forum, the GTI (Greater Tumen Initiative) Intergovernmental Consultative Committee Ministerial Meeting, the Northeast Asia Business Cooperation Forum, a series of professional supporting activities such as supply and demand docking, project promotion, industry seminars and cultural, sports, tourism and other people to people exchanges.

World Jilin Entrepreneurs Convention

The World Jilin Entrepreneurs Convention, being the greatest of its kind in size, standard and influence, serves as a major strategic platform, with support from the CPC Jilin Provincial Committee and Jilin provincial government, to attract Jilin entrepreneurs to invest home. The so-called Jilin entrepreneurs fall into the following broad categories: entrepreneurs who were born and are still running their business in Jilin province, entrepreneurs who were Jilin-born but are doing their business elsewhere, entrepreneurs who come from other places but invest in Jilin province, and entrepreneurs who worked, lived or studied in Jilin Province and still show concern for Jilin’s development. Bayanqolu, Secretary of the provincial Party committee, summarizes Jilin entrepreneurs’ spirit, speaking highly of their sense of obligation, pioneer spirit, competence for innovation and the grateful heart. Focusing on promotion of Jilin entrepreneurs’ spirit, each of the three already held conventions features a prominent theme, which centers around making efforts together to promote revitalization of Jilin province. The 4th World Jilin Entrepreneurs Convention is scheduled for August, 2019, during the 12th China-Northeast Asia Expo.

Domestic Cooperation

All-round Counterpart Cooperation

According to guidelines of the national government, Zhejiang and Jilin are cooperative counterparts. In 2018, Jilin Province established work contacts with 31 departments of Zhejiang Province, signed cooperation agreements with 60 cities, counties and departments, introduced 96 projects and attracted investment totaling 53.1 billion yuan. Yanbian Guotai new energy electric vehicle project with an annual output of 10,000 has been activated. Positive progress has been made in the cooperation projects between CRRC Changchun Railway Vehicles Co Ltd and Zhejiang Jinhua Rail Transit, and between Jilin Chemical Fiber Group and Zhangjiang Jinggong Carbon Fiber. Jilin-Zhejiang industrial park, and Changchun Jingyue Jilin-Zhejiang demonstration zone of service industry has started to be built. Next, Jilin Province will put into practice 39 measures of counterpart cooperation, promote the investment projects of Zhejiang enterprises, and explore a new mode of entrusting Zhejiang enterprises to manage and operate the development zones, carrying out counterpart cooperation in a practical way, making good use of Zhejiang’s resources and benefiting from its experience.

Multi-level Strategic Cooperation

In 2018, Jilin Province signed "1+n" strategic cooperation agreements with Beijing, Shanghai, Jiangsu, Guangdong, Inner Mongolia, Heilongjiang, Liaoning and other provinces, and 76 sub-agreements were signed between departments. 23 enterprises from Beijing Zhonguancun settled in Changchun new area, introducing 114 projects including Easyhome, with a total investment of 52 billion yuan. A total of 18.4 billion yuan was brought in with 44 projects represented by Shanghai Dongbao Biological Medicine Industrial Park. 42 projects including Jiangsu Huatai Infrastructures were carried out with investment amounting to 13.6 billion yuan. Another 77 projects worth 64.7 billion yuan were also launched in Jilin province, with Xiuzheng pharmaceutical industrial park included. The projects such as Zhongguancun Science and Technology Industrial Park in Changchun New Area and Jilin Swiss Ski Town have been put into practice. Jilin province is going to push ahead with its "1+n" cooperation agreements signed not only with the economically developed areas such as Beijing, Shanghai, Jiangsu and Guangdong, but also with the neighboring areas including Heilongjiang, Liaoning, and Inner Mongolia. In addition, "1+n" is expected to be extended to “1+N+X”, with major attention paid to cooperation with the Beijing-Tianjin-Hebei region, the Yangtze River Economic Belt, the Guangdong-Hong Kong-Macao Greater Bay Area and the adjacent areas. Learning experience of the other provinces and leveraging its own advantages, Jilin province will forge a cooperation pattern characterized as institutionalization and normalization, based on platforms, and involving enterprises.

Close Professional Cooperation

In 2018, as part of the campaign to provide financial assistance for revitalization, the northeast coordination office for revitalization of financial cooperation mechanism settled in Changchun. Strategic cooperation agreements were concluded with Huawei, Tencent, Jingdong and so on, and construction of projects including Asia No.1 intelligent logistics center kicked off. Cooperation agreements were signed with Peking University and NSFC, and a series of activities were held aiming to attract academicians and listed companies to Jilin. As a result, two academician workstations were established in Jilin. Jilin province will organize more activities to introduce renowned universities, scientific research institutes, and well-known chambers of commerce, and then form a number of practical cooperation agreements. More activities will be organized with the help of the business association.

Forward-looking Cooperation

In 2018, Jilin province carried out work in coordination with more than 20 ministries and commissions including the National Development and Reform Commission and the Ministry of Finance, and signed strategic cooperation agreements with the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, the Ministry of Commerce, the State Oceanic Administration, the State Administration of Traditional Chinese Medicine and the State Ethnic Affairs Commission. In April last year, a meeting was held to support FAW's reform and development and promote the Hongqi brand. Xiao Yaqing, director of SASAC, delivered a speech. The sales volume of Hongqi brand cars increased eight times in the whole year. China (Hunchun) -Russia (Khasan) cross-border economic cooperation zone has been approved by the State Council and transferred to the Ministry of Commerce for handling. Changchun national cross-border e-commerce comprehensive test zone has got approval of the State Council, Ji'an highway port has passed preliminary acceptance procedures,, and the Changchun-Manzhouli-Europe train has resumed operation. Jilin Province will build a national policy information base, organize a new round of work docking activities with national ministries and commissions, sign a number of co-construction agreements, and seize each opportunity to promote development.

Open International Cooperation

With the establishment of sister city relations with Shimane Prefecture of Japan and T?v Province of Mongolia, Jilin province has got a total number of 58 international friendly cities, involving 25 countries. 100 policies and measures aiming to expand opening up have been formulated and economic and trade exchanges were held in Germany, Austria, South Korea, Japan, Russia, Vietnam, Myanmar and other countries. A number of major cooperation agreements were signed concerning Hunchun International Textile Industrial Park and FAW-Samsung-Volkswagen New Energy Vehicle Battery Facilities. Jilin plans to pay visits to countries like Japan and Canada and host some important activities such as the 12th China Northeast Asia Expo, trying to discover the highlights for cooperation. Jilin province is poised to bring in excellent enterprises and advanced projects from sister cities, Northeast Asia region and major industries, hoping to reap benefits as soon as possible.
