The province thoroughly implemented the opening-driven strategy and adhered to the principle of "Bringing in" and "Going Global", achieving new major breakthrough in the reform and opening up. Various development zones at all levels speed up development, gaining a rising scale. Changjitu Development and Opening Pilot Zone made important progress in building and the international cooperative development of Tumen River Region entered a new stage. The Ninth China-Northeast Asia Expo was successfully held and rich fruits have been achieved in domestic and foreign economic and trade cooperation. Upon the approval of the State Council, China Jilin · Northeast Asia Expo is renamed to China- Northeast Asia Expo, marking that Jilin Province has taken a rising strategic status in the national opening pattern.  

Foreign Trade  

Jilin Province has established official contacts and economic and trade cooperation with 155 countries and regions in the world, of which 52 provinces (states) of 24 countries have kept international friendship relationships with Jilin Province. Jilin has kept a close tie with international well-known chambers of commerce including European Union Chamber of Commerce and China-Britain Business Council, as well as some important overseas Chinese chamber of commerce including Philippine Chamber of Commerce and the Associated Chinese Chambers of Commerce & Industry of Malaysia. A great batch of World Top 500, such as, Cargill Inc., Wal-Mart, Pepsi-Cola, Volkswagen, Audi, Siemens, Toyota, Marubeni, Daewoo and Kumho Tire, has made the presence in Jilin.  

Jilin Province is one of nine border provinces in China. It has 20 ports and channels of various types. Divided by port types, there are 9 national first-class ports, 7 national second-class ports, 3 local second-class port and 1 public service channel; divided by the way of port transit, there are 2 air ports, 11 highway ports, 5 railway ports, 1 river port and 1 inland river port.  

Since the revitalization of old industrial bases in Jilin, Jilin Province hit new highs in the total foreign trade value. In 2007, it hit a new record of USD 10 billion, a historic breakthrough in this aspect. A sustainably fast growth is achieved in utilization of foreign funds, and the introduction of domestic funds recorded a double growth. In 2013, the province's total foreign trade value hit USD 25.853 billion, up 5.2% and ranking the 20th in the country. In detail, the export was USD 6.76 billion, up 13%,and ranking the 24th in the country; the import stood at USD19.096 billion, up 2.8%. Foreign funds in actual use was USD 6.764 billion, up 16.30%, of which foreign direct investment stood at USD 1.819 billion, up 10.40%. Annual nonlocal funds of RMB 527.988 billion were into place actually, up 24.50%, of which the funds of RMB 485.211 billion from other provinces were utilized in fact, growing at a rate of 26.6%.  

Changjitu Development and Opening Pilot Zone  

On August 30, 2009, the State Council officially approved the Program of Cooperative Development Planning for Tumen River Region in China - Take Changjitu as A Development and Opening Pilot Zone, and listed it among the national strategies. It has been the first development and opening zone implemented upon the approval in frontier areas.  

The main sphere of Changjitu Development and Opening Pilot Zone is the core zone around the Tumen River of China, namely, Changchun City of Jilin Province, partial areas of Jilin City and Yanbian Prefecture (Changjitu for short). Meanwhile, it also covers other China's regions participating in the international cooperation of Tumen River Region, such as Liaoning Province, Heilongjiang Province and Inner Mongolia Autonomous Region, and involves in relevant contents of China's cooperation with surrounding countries.  

Changjitu area includes Changchun City of Jilin Province, partial areas of Jilin City and Yanbian Korean Autonomous Prefecture. It covers an area of 73,200 square meters, accounting for 39.1% of the province's total; the population hits 10.97 million, accounting for 40.7% of the province’s total; in this area, there are totally 2 megalopolises, 9 small and medium-sized cities and 179 villages and towns. According to the Program, Changjitu Development and Opening Pilot Zone bases itself on the Tumen River, targets at the Northeast Asia and serves Northeast China. With Huichun City as a showcase and Yanji-Longjing-Tumen as a forefront, it mainly depends on Changchun City and Jilin City to implement the joint development and opening between borders and hinterland and take the lead in breakthroughs and development. The aim is to develop into an economic rising zone with stronger strength and pilot and model zone of development and opening in border regions.  

Strategic Positioning 

-     An important of regions for development and opening in border regions. Focus on the construction of Changjitu Development and Opening Pilot Zone, and encourage the trial operation in terms of promoting complementary advantages and joint development between border regions and inland hinterland, expanding new channels of international joint rail-and-sea transportation and exploring the transboundary economic cooperation mode for border regions.  

-     An important portal opened to the Northeast Asia. Promote the construction progress of transboundary transportation projects, quicken resuming the major path in eastern railway and highway in northeast region, and gradually develop into a new international channel in northeast China.  

-     An important platform of economic and technological cooperation in the Northeast Asia. Absorb nonlocal investors to participate in readjustment of industrial structure and optimization of industrial pattern, strengthen the economic and technological cooperation in border regions and enhance the construction of transboundary economic cooperation by taking Huichun Border Economic Cooperation Zone as a window and depending on Changjitu Industry Base.  

-     A new important growth pole in the northeast region. Expand and strengthen the advantageous industries, further optimize the collaboration of regional industries, jointly build a new demonstration base which has its core competitiveness and integrates industry, modern service industry and modern agriculture, and give into full play the leading role of Changjitu Development and Opening Pilot Zone in economic and social development of Jilin Province.  

Since the implementation of Changjitu Program, Jilin Province has successively signed a batch of provincial cooperation agreements and cooperation agreements for relevant industries with related ministries, committees and units; the overall planning of strategic implementation has been deepened continuously; breakthrough progress has been made in the construction of external passage and multiple transnational joint rail-and-sea transportation routes have been opened, basically achieving the shipment of domestic trade goods from ports; a remarkable rise has been achieved in terms of comprehensive carrying capacity of hinterland in Changchun and Jilin, Huichun's function as a window and regional transboundary economic and trade cooperation; new breakthroughs have been made in innovating Changji integrated systems and mechanisms and public service integration; evident effects have been made in cooperation platform and carrier function of opening to the outside world.  

Joint Rail-and-sea Transportation Route in Tumen River Region  

The joint rail-and-sea transportation route, China (Huichun) - Russia (Port Zarubino) - South Korea (Sokcho) - Japan (Niigata Port), was opened officially in March 2009. In Northeast China, this route has been the first route that crosses over the Sea of Japan and directs straight to the western coast of Japan. Compared with China's existing sea routes to Japan, this route is superior in less time and short transport distance. Upon opening, it will have a profound effect on intersate investment among China, Japan, South Korea and Russia, economic and trade cooperation, passenger and cargo flows and tourism cooperation, and also play a great role in promoting and stimulating the economic development among those four countries.  

China-Russia Cooperative Construction of Zarubino Large Multi-purpose Seaport  

On May 22, 2014, Jilin Province signed a framework agreement of cooperation with Russian Summa Group in the CICA Shanghai Summit. Both parties decided to cooperate in the construction of Zarubino Large Multi-purpose Seaport. Planned with annual throughout of 60 million tons, this port is expected to become the largest port in the Northeast Asia. China and Russia are conducting the active cooperation to build Port Zarubino into an important international cargo port focusing on container transport. Port Zarubino, Russia is only 60 kilometers away from Huichun Port. By accelerating the international cargo channel, Jilin Province will make great breakthrough in the strategy of "shipping domestic trade goods from ports".  

Development Zone  

Development Zone and Industrial Concentration District      Jilin Province has 113 development zones of all categories and at all levels, including 13 ones of national level, 62 ones of provincial level and 37 industrial concentration districts.  

National development zones include: Changchun National Hi-tech Industrial Development Zone, Changchun Economic & Technological Development Zone, National Changchun Automotive Economic-Technological Development Area, Jingyue National High-tech Industrial Development Zone, Changchun Xinglong Free Trade Zone, Jilin National High-tech Industrial Development Zone, Jilin Economic & Technical Development Zone, Siping Hongzui Economic & Technological Development Zone, Tonghua Medical Hi-Tech Industrial Development Zone, Songyuan Economic & Technological Development Zone, Yanji National Hi-tech Industrial Development Zone, Huichun Border and Economic Cooperation Zone (Huichun Export Processing Zone) and Huichun International Cooperation Demonstration Zone. In recent years, GDP of development zones is close to and will exceed 65% of the province's economic aggregate, becoming the most vigorous and important growth point of Jilin's economy.  

Changchun Xinglong Free Trade Zone     On December 16, 2011, the State Council officially approved Jilin Province to set up Changchun Xinglong Free Trade Zone. As the 19th national free trade zone in China, it is a special customs control area with the most complete function, the most favorable policy and the highest extent of opening up in China currently.  

It is located in the northeast of Changchun City and within the boundaries of Xinglongshan Town of Changchun Xinglong Free Trade Zone, covering a planning area of 4.89 square kilometers. Following the principles of "open primary line, strictly control secondary line, freedom within the area and VAT rebate upon entering the zone", this zone is under the closed and intensive information-based control, and engages in the businesses such as port customs clearance, export processing, bonded logistics, entrepot trade, international procurement, distribution and delivery, and comprehensive services. In aspect of industry, the zone takes the advantage of Changchun's manufacturing industry and prioritizes the development of processing & manufacturing industry of automobile and automobile electronics, industrial component manufacturing of traffic equipment and module assembling & manufacturing industry. Meanwhile, replying on the port functions of Changchun inland major port and Longjia international airport, this zone expands the modern logistics to the Northeast Asia.  

Huichun International Cooperation Demonstration Zone   On April 13, 2012, the State Council formally approved on the scheme to set up Tumen River (Huichun) International Cooperation Demonstration Zone and issued the Several Opinions on Supporting the Establishment of Tumen River (Huichun) International Cooperation Demonstration Zone in China. Covering an area of about 90 square kilometers, Huichun International Cooperation Demonstration Zone consists of International Industry Cooperation Area, Border Trade Cooperation Area, China-Korea Huichun Economic Cooperation Area and China-Russia Huichun Economic Cooperation Area.  

Keeping a foothold in Huichun City and relying on Changjitu, the Demonstration Zone targets at the Northeast Asia and serves Northeast China. It is not only one of China's important platforms of cooperation, development and opening for the Northeast Asia, but also an important transport hub and a business logistics center in the Northeast Asia. As a new livable and ecological area with flourishing economy and beautiful environment, this zone is developing into an important growth pole in Northeast China and also a bridgehead for cooperation and development in the region of the Tumen River.  

China-Singapore Jilin Food Zone   In October 2008, premiers of China and Singapore jointly made the proposal in the Seventh Asia-Europe Meeting. China-Singapore Jilin Food Zone is a strategic cooperation project between the Chinese Government and the Singapore Government in the fields of agriculture and foods, and also another significant cooperation outcome of these two countries after China-Singapore Suzhou Industrial Park and Tianjin Ecological City.  

On September 6, 2012, Wang Rulin, then Governor of Jilin Province and Cole, President of Singapore Temasek Holdings signed the Framework Agreement for Multi-area Cooperation between Jilin Province and Singapore Temasek Holdings at the Great Hall of the People. Wen Jiabao, then Premier of the State Council witnessed the event together with Lee Hsien Loong, Premier of Singapore, hence the name of China-Singapore Jilin Food Zone.  

The Food Zone consists of Core Area, Control Area and Radiation Area. The Core Area is located in Zhaluhe Town, Yongji County, Jilin City, with a planning area of 57 square kilometers, consisting of six function areas, such as food processing area, logistics area and commercial residential quarter. The focus is to develop the industries relating to health product processing, scientific innovation and R&D, leisure tourism and so on.  

Sino-Korea Luoxian Economic and Trade Zone   It is located in the northeast of Korea and adjacent to Yanbian region of Jilin Province, China. In May 2010, the supreme leaders of China and Korea reached important consensus on jointly managing Luoxian Economic and Trade Zone. The Chinese Government and the Korean Government entered the intergovernmental agreements and memorandums, and approved on the planning program for joint development and management.  

Covering a planning area of 470 square kilometers, Sino-Korea Luoxian Economic and Trade Zone focuses on infrastructure, industrial park, logistics network, cooperation in tourism development and construction, and highlights the development of six industries - raw material, equipment, high-tech, light industry, service and modern efficient agriculture. It has gradually developed into an advanced manufacturing base in Korea, and also an international logistics center and regional tourism center in the Northeast Asia.  

Following the development and cooperation principles of "government guidance, enterprise dominance, market operation and mutual benefits", both parties will make united efforts and fully exert their respective advantages to speed up the construction of infrastructures, attract more enterprises to invest and start businesses in the zone, and develop it into a demonstration zone of China-Korea economic cooperation and also a platform for all countries to conduct economic cooperation.  

China-Northeast Asia Expo  

China-Northeast Asia Expo is an international comprehensive exposition that has been long sponsored by the Ministry of Commerce, the National Development and Reform Commission and Jilin People's Government upon the approval of the State Council. It is an important move of the Chinese Government in promoting its exchange and cooperation with the Northeast Asia countries in the fields of politics, diplomacy, economics and trade, and cultures. In 2014, China-Northeast Asia Expo was respectively included in China-Korea Joint Declaration and China-Mongolia Joint Declaration. It not only becomes an important platform to promote China's cooperation with Korea and Mongolia, but also embodies the important status and role of China-Northeast Asia Expo in serving the diplomacy between China and its neighboring countries. The 10th Northeast Asia Expo will be held in Changchun Convention & Exhibition Center, Jilin Province in 2015.  

The mission of the Northeast Asia Expo is to "serve Northeast Asia and pursue peace, harmony, cooperation, consensus, sharing and win-win with a global perspective". Themed with "promoting strategic cooperation, improving interconnection and interworking, enhancing all-round communication and boosting in-depth integration", the Expo is dedicated to developing cooperation with all countries in the Northeast Asia and the world as well. 9 sessions have been held successfully, where the volume of trade by commodities hits RMB 6.563 billion cumulatively. 2,169 contract projects have been signed, with a total investment of over RMB 1 trillion. Currently, the Expo has become an important platform for regional cooperation in the Northeast Asia and revitalization of Northeast China Region and other old industrial bases.
