Industry Jilin Province is China's important industrial base. During the "First Five-year Plan" period, New China invested and built 12 key projects in Jilin Province, including Changchun First Automotive Works (FAW), Changchun Bus Factory, Jilin Fertilizer Plant, Jilin Dye Plant and Fengman Power Station, to lay a good foundation for the province's industrial development.
Since the reform and opening up, the industrial structure has been improved constantly, the leading industries have been expanded rapidly, the transformation and upgrading of traditional industries has taken a significant step and the province's industrialization level has been increased substantially. By far, the province has formed a modern industrial system based on three major pillar industries, automobile, petrochemical and agricultural products processing, and competitive industries including pharmaceutical, electronic information, metallurgy, building materials and light textiles.
Since the revitalization of old industrial bases in Jilin, the province has made full efforts to implement fortification storming for the state-owned enterprise reform centralized on property system in allusion to long-term accumulated deep-seated contradictions, such as large proportion of state-owned enterprises and lack of vitality, so that all the province's local state-owned enterprises have completed the restructuring task and the enterprise development vitality and state-owned capital control power have significantly enhanced. The province's industrial economy has achieved a rapid development, the efficiency has greatly improved, and especially, automobile, rail passenger cars, agricultural products processing, pharmaceutical and other pillar industries have showed a rapid development momentum.
Auto Industry As the first pillar industry of Jilin Province, automobile production seizes an important position across the country. In 2013, added value of automotive industry in the province rose by 11.3%, which contributed 26.9% to the provincial economic growth and represented a percentage of 23.5% of gross industrial growth above designated size. In 2013, overall vehicle yield of FAW Group hit 2.935 million sets, up 10.5%; 2.908 million vehicles were sold, representing a growth rate of 9.9%. During the "Twelfth Five-Year Plan" period, Jilin Province thoroughly implements the plan of promoting pillar and competitive industries. With FAW as the core, the plan is to establish the system of vehicle R&D, components and services. By 2015, the province will be developed into a world-class auto industry base with the provincial vehicle yield of 4 million sets and automotive added value of RMB 200 billion.
China FAW Group Corporation
China FAW Group, formerly Changchun First Automotive Works (FAW), is the cradle of new China's auto industry and squeezes into the world's top 500 companies. In July 1953, China's Chairman Mao Zedong wrote the inscription for "Groundbreaking Commemoration of First Automotive Works". FAW commenced with production of the "Jiefang" truck, the "Dongfeng" (east wind) passenger sedan and the "Hongqi" (red flag) luxury sedan. Now, FAW Group is capable of producing heavy, medium, light and sedan series products, and possesses its own brands Jiefang, Hongqi, Bestrun, Xiali and Vita and joint-venture brands including Volkswagen, Audi, Toyota and Mazda. New energy sedans and passenger sedans are put into mass production and demonstrative operation. Jiefang J6 heavy truck diesel won the first prize of national awards for scientific and technological progress and also the only special award - "China Automotive Industry Awards for Science and Technology". In 2013, the vehicle yield reached 2.935 million sets.
Petrochemical Industry It is the second pillar industry of Jilin Province. In recent years, Jilin Province is embarking on the objective of "building a one-hundred-million-yuan industry base", achieving fast development in the petrochemical industry. In 2013, added value of petrochemical industry in the province rose by 8.8%, contributing 13.3% to the industrial and economic growth. During the "Twelfth Five-Year Plan", Jilin Province will utilize oil and gas resources around the province and depend on Jilin Petrochemical, Jilin Oilfield and other leading enterprises to further enhance its production capacity of oil & gas, oil refining and ethylene, speed up the promotion of refinery-chemical integration, extend the industry chain and thus expand the fields of application. By 2015, added value of petrochemical industry in the province will come up to RMB 100 billion and Jilin will develop into one of important large petrochemical industry bases at home.
PetroChina Jilin Petrochemical Company
With its predecessor was Jilin Chemical Industry Corporation, PetroChina Jilin Petrochemical Company ("Jilin Petrochemical" for short) is the first large-scale chemical industry base which is marked with "three large chemical plants" (dyestuff plant, fertilizer plant and carbide plant) founded during the "First Five-year Plan" period of China. Founded in 1954, Jilin Petrochemical was put into production in 1957. As the petrochemical pioneer of New China, Jilin Petrochemical commenced production of dyestuff, fertilizer and calcium carbide. In 1998, it was rowed into China National Petroleum Corp (CNPC). In 1999, Jilin Petrochemical Company restructured its core business into PetroChina Jilin Petrochemical Company and Jilin Petrochemical Holding Co., Ltd., and its non-core business into Jilin Chemical Group Company, according to the uniform deployment of CNPC. PetroChina Jilin Petrochemical Company is China's largest ABS production base and also one of national important leading manufacturer of polyethylene, glycol, ethylene propylene rubber, organosilicon and benzene-related products. Now, it has developed into a giant refinery-chemical integrated group with a processing capacity of 10 million tons crude oil and a production capacity of 850,000 tons ethylene. It owns 60 sets of main devices and asset value totals RMB 31.7 billion. A batch of key projects has been completed and put into production, including MMA device with annual yield of 100,000 tons, phase-1 works of 400,000-ton ABS and ethylene device with annual yield of 320,000 tons. Now it is marching towards the target of becoming a one-hundred-billion yuan industry base.
Rail Passenger Car Industry It is an advantageous industry of Jilin Province. In recent years, rail passenger car industry is presenting a trend of rapid development. In 2013, Changchun Railway Vehicles Company Ltd. achieved gross industrial output value of RMB 24.7 billion, or a profit of RMB 1.6 billion. 2,304 new cars were produced, including 1,219 passenger train cars and 1,085 suburban railway cars. During the "Twelfth Five-Year Plan" period, Jilin Province formulated and released the opinions on quickening the development of rail passenger car industry and signed the Agreement of Cooperative Construction of Rail Passenger Car Industry during the "Twelfth Five-Year Plan" Period. The emphasis is to develop rail transit equipment represented by rail passenger cars, enhance independent design and manufacturing capacity for core components of new urban railways, and build into the international top-class rail passenger car production base.
CNR Changchun Railway Vehicles Co., Ltd.
Its predecessor was Changchun Car Company. Founded in 1954, it is one of national key construction projects under the "First Five-year Plan". In March 2002, it was restructured to Changchun Railway Vehicles Co., Ltd. Rail passenger vehicles and output of urban rail vehicles it produces account for over 50% and 85% of the country's total of commercial vehicles. Now the Company has reached an annual production capacity of 1,000 multiple units, 1,200 suburban railway vehicles and 6,000 bogies. Currently, the Company has been the largest base of R&D, manufacturing and exports of high-speed cars, suburban railway vehicles and bogies at home and abroad, with the most advanced equipment and the strongest R&D capacity.
High-tech Industry In recent years, Jilin Province promotes the fast development of high-tech industry including scientific innovation, biomedicine, biochemistry, information, new material, new energy, new energy automobiles and environmental protection and energy conservation, based on its superiorities. Level and benefit index of high-tech industrialization respectively rank the 20th and 14th place in the country. Jilin Province has become a national important base which integrates R&D, production and export of medicines, with outstanding superiority in biomedical industry. During the "Twelfth Five-Year Plan" period, Jilin Province plans to invest RMB 20 billion to achieve doubled growth of biomedical industry, or the goal of RMB 180 billion, and make every effort to develop the superior medical industry into a pillar industry.
Since the revitalization of old industrial bases in Jilin, Jilin Province has released a series of policies and measures to energetically promote all people to start businesses and highlight the development of private economy. The province has witnessed a strong development momentum. In 2013, added value of Jilin's private economy accounted for 50.9% of regional gross output value. Among them, added value of private industry above the designated scale accounted for 50.6% of the province's total.
